in accordance with IC 36-1-12-4 and IC 5-3-1-2, that the Town of Middlebury, located in Elkhart County, Indiana, hereinafter referred to as the "Owner", will receive sealed proposals for the construction of the following: Contract A - Water Tower Improvements Contract B - Water Treatment Plant Improvements Contract C - Water Distribution Improvements Any contract awarded under this Advertisement for Bids is expected to be funded by the Indiana Finance Authority (IFA) State Revolving Fund (SRF). Neither the United States nor any of its departments, agencies or employees is or will be a party to this Advertisement for Bids or any resulting contract. In general, the Projects include the following work items: Contract A - Water Tower Improvements oReplacement of Water Tower No. 1 oInstallation of new control valves oStandby Electrical Generator at Booster Station Contract B - Water Treatment Plant Improvements oImprovements to the existing Detention Tank oImprovements to the existing Clearwell Tank oConstruction of a new Detention Tank and an Induced Draft Aerator oConstruction of a new Clearwell Tank oChlorine System Improvements o SCADA System Improvements oElectrical and Control System Improvements oPlant Security and Lighting Improvements Contract C - Water Distribution Improvements oHighland Hills Pressure Regulating Valve and Structure Replacement Obtaining the Bidding Documents The Issuing Office for the Bidding Documents is Jones Petrie Rafinski Corp., 325 S. Lafayette Boulevard, South Bend, IN 46601. The Issuing Office's representative and primary contact is Joshua Wyman, who can be reached at (574) 232-4388 or via email at jwyman@jpr1source.com. If Bidders fail to register and do not receive updated information, their bids shall be deemed unresponsive if any required items are not included. Instructions to Bidders For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The Owner reserves the right to reject any proposal for being unresponsive or deemed irresponsible, reject all proposals, or to accept the lowest responsive and responsible proposal/Bidder. Any proposal may be withdrawn prior to the above scheduled time for the opening of proposals or authorized postponement thereof. Any proposal received after the time and date specified may be rejected. No proposal may be withdrawn after the scheduled closing time for receipt of Bids for at least one hundred fifty (150) days while final project approvals are acquired from the IFA SRF. Wage Rates Wage rates on the project shall not be less than the Federal Davis-Bacon wage scale published by the U.S. Department of Labor. Question Deadline 08/12/2024 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing.
