Site work for a civil project in Jefferson, Texas. Completed plans call for site work for a water / sewer project.

This part prescribes anti-kickback regulations under section 2 of the Act of June 13, 1934, as amended (40 U.S.C. 276c), popularly known as the Copeland Act. This part applies to any contract which is subject to Federal wage standards and which is for the construction, prosecution, completion, or repair of public buildings, public works or buildings or works financed in whole or in part by loans or grants from the United States. The part is intended to aid in the enforcement of the agency acquires title to such materials, articles, supplies, or equipment during the course of the manufacture or furnishing, or owns the materials from which they are manufactured or furnished) is not a "building" or work within the meaning of the regulations in this part. Estimate: $300,000 Bids are invited for several items and quantities of work as follows: 1,494 LF of 4" D2241 PR 160 SDR 26 PVC Force Main, 1 Air Release valve, 1 Remove and Replace Manhole, Pump Upgrades to existing lift station and other miscellaneous items of construction. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Jefferson or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, age, sexual identity, gender identity, or national origin. Adherence to the grant recipient's Section 3 Policy is required for contracts and subcontracts in excess of $100,000.00. The City of Jefferson reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the City of Jefferson for a period not to exceed 90 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
