On-Call Sludge Removal Services that will consist of removal and transportation of both dry and liquid sludge from its water treatment plants. The successful firm shall furnish all labor, materials, incidentals, and equipment necessary for removal, transport, and deposit of liquid sludge from the existing backwash tanks, ponds, vaults or other impoundments at the Agency's water treatment plants and dumping loads into drying beds at either the Bowman, Foothill,or Sunset water treatment plant drying beds. Work will also consist of hauling dry sludge from those three facilities to a landfill and obtaining certified load totals with disposed tonnage per load from the landfill to be provided to the Agency. The Agency will provide testing of all sludge samples required within the work associated with the resulting contract. The Agency reserves the right to negotiate and award a contract to the most qualified Proposer(s) as determined by the Agency, to award multiple contracts, to reject any and all Proposals, to waive informalities, and to reject nonconforming, non-responsive, non-responsible, or conditional Proposals.
