Closing Time: 3:00 PM (NT) Question Acceptance Deadline 2024/07/31 12:00:00 AM NDT FFA is requesting responses to the Request for Proposals to select a Proponent who will undertake the scope of work identified herein. Through this process, FFA hopes to identify a Proponent with the appropriate skills, experience and capacity to successfully carry out the scope of services detailed herein. The Successful Proponent will be invited to enter into a formal agreement for services related to the project, the Consultant Contract. The successful Proponent will be required to develop and propose a scope of work that will meet the objectives of this project. The Department of Fisheries, Forestry and Agriculture (FFA), Land Management Division requires a consultant to provide a cost estimate to complete a Phase I/II Environmental Site Assessment (ESA) of an abandoned service station located near Summerford, NL. This Request for Proposals is requesting quotes for each Phase of work, as well as, a detailed site rehabilitation plan to follow the Management of Impacted Sites (MIS) process. This service station was located on a Crown commercial lease which was issued in May of 1971. Previous inspections indicate that the service station and associated tanks/piping infrastructure were abandoned in 2004. Furthermore, there is evidence of an illegal residence located in the rear portion of the commercial lease which was burned in the winter of 2014. It is unknown if the residence had septic infrastructure in place. The lease was declared null and void in August of 2015 and the parcel of land reverted back to the Crown. The requested proposals are to include, but not limited to, a site inspection, the compilation of Phase I ESA background information, a Phase II ESA including costs associated with the removal of tanks and associated piping infrastructure, confirmatory sampling and any other soil or groundwater sampling through test pitting or borehole/monitoring well installation deemed necessary to investigate potential impacts identified during the ESA. Preparation of a final report detailing the work completed, as well as proposed future work (including cost estimate) to obtain regulatory closure.
