The Berkeley campus of the University of California invites lighting consultants, electrical engineers, designers, architects, landscape architects and/or planners with significant expertise in outdoor lighting to submit a written statement of qualifications to provide professional services for a strategic update to the Pathway Safety Lighting Master Plan for UC Berkeley's campus. The university has allocated a budget of $120,000 for this update. Scope of Services Task 1: Review Existing Documentation Review existing documentation provided by the University including but not limited to: 2022 Campus Master Plan Campus Design Standards Accessible Pathways and Places Plan 2017 Lighting Master Plan Landscape Heritage Plan Construction documentation of recently implemented projects Priority areas identified by campus groups Infrastructure and utilities maps 2021 LRDP EIR Mitigation Measures and Continuing Best Practices California Building Code Meetings: Up to two one-hour meetings with campus groups, for example Facility Services, UCPD or ASUC. Task 2: Survey and Benchmark Current Light Levels Develop and propose an efficient photometric survey methodology that balances coverage with the study's budget constraints. Upon University approval of the methodology, conduct the photometric survey of campus paths, gathering areas, and key building entrances. Benchmark lighting levels against best practices and standards, including the California Building Code, Americans with Disabilities Act (ADA) guidance, Dark Sky guidelines, and recommendations from the Illuminating Engineering Society (IES), or other urban campuses. Identify areas where lighting levels are deficient or inconsistent. Recommend improvements in the following areas: Lighting levels Sustainability/energy usage Ease of maintenance Meetings: One meeting to present data and benchmarking results. Deliverable: Presentation and memo with lighting survey, benchmarking results, and recommendations for updating current design standards to address changes in code or other lighting policy documents. Submit GIS and .pdf files for all maps. Task 3: Lighting Fixture Standards Review lighting fixture packages for building entrances and public rights of way from recent campus projects and identify opportunities for standardization. Conduct interviews with Planning/Facilities staff and project managers to understand lighting fixture requirements, current problems, and opportunities for improvement. Develop a standardized list of recommended and prohibited fixtures that meet all campus codes and Long Range Development Plan Environmental Impact Report Continuing Best Practices and Mitigation Measures. Meetings: Up to two one-hour sessions. One meeting to talk to project managers/Facilities Services and one to present the final recommended light fixtures to the Small Projects Design Review Committee. Deliverables: Lighting standards report outlining recommended lighting fixtures. The content should be sufficient for inclusion in an update to the Site Furnishing Standards. Task 4: Develop Strategic Lighting Projects Propose a list of projects based on the results from the analysis of the existing documentation and the lighting survey. Meet with the project working group, composed of members from Physical & Environmental Planning, Facilities Services, UCPD, and ASUC. Develop schematic designs (site plan, lighting layout, fixture schedule and preliminary perspectives) and cost estimates for up to five exterior lighting improvement projects. Project sites will be selected by the University and will build upon the recommendations of the 2017 Lighting Plan, the Campus Master Plan, and the Accessible Paths and Places Plan. Meetings: Up to three one-hour review meetings. Two meetings to discuss a long list of projects, one to review the final schematic design and costs, and one additional presentation of the final materials to the Small Projects Design Review Committee. Deliverables: Compiled project documentation including the presentation of proposed projects, a schematic design package of final projects in .dwg and pdf format, and a memo summarizing the cost of final projects. Submittals shall not exceed twenty-five (25) single-sided 8.5"x11" pages, including all the components listed as required elements in this section of the RFQ. Submittals shall provide sufficient information to allow the university to evaluate the Consultant's approach, experience, staff, and availability. Covers, a cover letter, separating tabs, and the hourly rate sheet shall not count toward the page limit. Body text in submittals must not be smaller than the equivalent of Arial, size 11, with 1.25 line spacing, with the exception of Attachment B, which may use smaller text but must still be legible. Please be concise; more text is not better. Pages larger than 8.5"x11" are not allowed. Submittals must be sent as a direct attachment; obtain links and zip files will not be accepted. Submittals received by any means other than the one stated above, or after the specified time and date, will not be considered. Interested parties are expressly prohibited from contacting any other University party, or any consultant currently working with the University that is not included on the proposing team, regarding this project during this RFQ process, including interviews and contracting. Such contact will serve as reason for firm disqualification. Question Deadline 07/30/2024 at 2:00 PM PT Questions about this RFQ or the project should be submitted electronically. Response to questions No later than August 2, 2024 Responses will be issued as addenda via electronically.
