The Louisville and Jefferson County Metropolitan Sewer District (MSD) invites responses to this Request for Qualifications (RFQ) for Progressive Design-Build (PDB) services for the Upper Middle Fork Pump Station and Conveyance Progressive Design-Build Project (Project). The Project will be delivered in two stages: Stage 1: Design through 100%, construction planning, permitting, easement acquisition, and the development of a Guaranteed Maximum Price (GMP) proposal(s). • Stage 2: Construction, start-up and commissioning, acceptance testing and postconstruction services. Deadline to submit Questions Feb 22nd 2025, 10:00 AM EST Description : Major project elements of the Upper Middle Fork Pump Station and Conveyance project include, but are not limited to, the following: Deep Rock Tunnel – Design and construct a deep rock tunnel from the area near the Oxmoor Mall SSO(s) located near the intersection of Christian Way and Shelbyville Road to the proposed tunnel dewatering pump station site (see Attachment A, Figure 2 of this RFQ). Design-Builder shall be capable of performing hydraulic modeling to adequately plan for transient surges and tunnel venting. Construction Shafts – Design and construct tunnel boring machine (TBM) large diameter deep rock shafts and intermediate construction shafts (as needed). Tunnel Dewatering Pump Station – Design and construct a tunnel dewatering pump station with a firm design capacity of 40 MGD, with a maximum capacity of 50 MGD. The tunnel dewatering pump station has been preliminarily sited at 3516 Newburg Road (see Attachment A, Figure 3 of this RFQ). Design-Builder shall investigate potential alternative sites for the pump station during Stage 1. The pump station shall be capable of handling both average daily sanitary flows as well as peak wet weather flows. Design-Builder shall be capable of developing hydraulic models to confirm design flows. Design-Builder shall investigate the use of variable frequency drives for the pumps. The pump station shall be designed with an emergency stand-by generator and shall be equipped with odor control measures to mitigate offensive odors released during the operation of the system. The pump station will likely be required to be able to discharge to two different locations (Southeastern Interceptor and South eastern Interceptor Relief) and will be further analyzed during Stage 1. Near Surface Diversion Structures and Hydraulic Drop Shafts – Design and construct near surface diversion structures (DV) and drop shafts (DS) to divert flows from existing interceptor sewers to the drop shafts and into the proposed deep rock tunnel system. The diversion structures and drop shafts shall be designed to accommodate average daily flows as well as peak wet weather flows. The diversion structures and drop shafts shall be designed to minimize the potential for flooding during wet weather events and to avoid disruption to adjacent properties. The diversion structures are anticipated to contain remotely operated modulating gates and/or weirs along the existing interceptor sewers and to the near-surface sewers. Design of the diversion structures and drop shafts shall also consider potential impacts to the surrounding areas and stakeholders. See Attachment A, Figures 4-6 of this RFQ for maps of the three (3) currently anticipated drop shafts that are generally located as follows: DS-01 – 1001 Breckenridge Lane near MH #08935-SM; DV-01 should be constructed on the Upper Middle Fork Interceptor (UMFI) with the capability to convey 44 MGD to DS-01 DV-01 is constructed upstream of the confluence of the UMFI and the Weicher Creek Interceptor (WCI), an additional DV will be required to convey the flows from the WCI to DS-01 or the WCI can be rerouted to discharge upstream of DV-01. DS-02 – The southeast corner of the intersection of Bowling Boulevard and Sherburn Lane to provide relief for the Sinking Fork Interceptor and Sinking Fork Relief Interceptor; and DV-02A (on the Sinking Fork Interceptor) and DV-02B (on the Sinking Fork Relief Interceptor) shall each be capable of conveying 16 MGD to DS-02 DS-03 – At or near the retrieval shaft for the deep rock tunnel to accept flow from the near surface sewers to be constructed to convey the flows from the SSOs in the area near MH#47592 and the intersection of Christan Way and Shelbyville Road. DV-03 should be constructed on the UMFI near MH# 47592 along Christian Way with the capability to convey 26 MGD to DS-03 MSD’s Evaluation Committee will review the SOQ against all the Pass/Fail criteria set forth in Table 6-1 of this RFQ. MSD reserves the right to reject SOQs that fail to demonstrate compliance with each of the Pass/Fail Criteria.
