The work shall generally consist of furnishing all products and performing all labor necessary to perform the following (see Plans and Specifications for complete details and description): Contractor shall construct components related to an expansion of the County's existing South Lowndes Land Application System. Work includes installation of an approximately 3,000 LF of a 24"PVC force main extension and all HDPE field piping, along with all valves, fittings, riser assemblies ,and sprinklers to add approximately 135 acres of spray field area. Work also includes installation of an approximately 660 LF baffle curtain in the existing Holding Pond and any other appurtenances necessary to complete the project. Question Deadline 08/22/2024 Time allotted for completion of work is 180 consecutive calendar days. All Work shall be completed in accordance with the plans and specifications. The Scope of Work as described here in is defined as "utility contracting" in accordance with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid li- cense by the State of Georgia as a "Utility Contractor" and must also employ a "Utility Manager certification holder who will have oversight of all utility work. See Instruction to Bidders for additional bidding requirements. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if con- tract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
