The American Rescue Plan Act was signed into law on March 11, 2021, and provides $350 billion for eligible state, local, territorial, and Tribal governments to meet pandemic response needs and rebuild a stronger, more equitable economy as the country recovers. The City of Dayton was awarded $138 million. The City will be awarded a direct allocation of funds and City leadership began working on a framework, The Dayton Recovery Plan. This one-time money will be used to address recovery needs and to create long-term, transformative investments for Dayton's future. The Division of Street Maintenance is responsible for providing basic property lot maintenance for approximately 7,000 vacant and/or abandoned properties throughout the City of Dayton. Of these properties, Street Maintenance has identified approximately 1,800 vacant/abandon properties in neighborhoods creating blight, negatively impacting quality of life and home values. These properties have accumulated bulk trash debris and severe overgrown brush. The bulk trash debris accumulates from illegal dumping activities, as well as owner and renter neglect. Once abandoned, the blight then becomes the City's responsibility to clean up and resolve the nuisance left behind. This blight directly reduces the quality of life for the residents of Dayton and visitors. Bid specifications will be created for all bulk trash removal and proper disposal at the Montgomery County Transfer station. Concrete and other construction debris will be properly disposed at certified construction landfill site. Brush cutting, removal and disposal the City's green compost site located at 2670 Wagner Ford Rd with no disposal fee. Once these properties have been cleared Street Maintenance can establish an efficient workplan for monitoring and maintaining vacant/abandon properties in neighborhoods. New workplan will provide opportunities for street maintenance to deploy resources for debris removal from properties in a timelier manner, thus reducing chances for illegal dumping to reoccur. The City of Dayton OH (City) Department of Public Works, Division of Street Maintenance is seeking bids for blight removal on various vacant properties throughout the Wolf Creek Neighborhood in the City of Dayton. This Work shall consist of clearing all brush and vegetation from the identified vacant properties and then disposing of all cleared vegetation and debris within the limits of the identified property, except such objects designated to remain or are specified for removal according to other items of work. The City will be inspecting the locations after work has been performed to ensure that the designated services are completed and comply with instructions given. This right will be exercised prior to any payments are issued for services. Before and after pictures will be necessary. Written Responses to Questions: 5:00 PM local (Dayton OH) time on August 14th, 2024 The City reserves the right to reject any and all proposals, to waive any irregularities in a proposal, or to accept the proposal(s) which in the judgment of proper officials, is in the best interest of the City. The City reserves the right to accept a part or parts of a proposal unless otherwise restricted in the RFP or issue subsequent RFPs. The City reserves the right to approve or reject any sub-Contractors proposed for work under this proposal or waive any minor irregularities. The City reserves the right to select the successful vendor once all proposals are received, without seeking further information for clarification from proposers. Upon review of proposals, the City may designate the most qualified proposals as finalists. These finalists may be invited to make oral presentations and participate in a question-and-answer session with the City. The City shall have the right to visit selected user sites, should this be deemed necessary. A bid guarantee from each bidder equivalent to five percent of the bid price. The "bid guarantee" must consist of a firm commitment such as a bid bond, certified check, or other negotiable instrument accompanying a bid as assurance that the bidder will, upon acceptance of the bid, execute such contractual documents as may be required within the time specified. A performance bond on the part of the contractor for 100 percent of the contract price. A "performance bond" is one executed in connection with a contract to secure fulfillment of all the contractor's obligations under such contract. A payment bond on the part of the contractor for 100 percent of the contract price. A "payment bond" is one executed in connection with a contract to assure payment as required by law of all persons supplying labor and material in the execution of the work provided for in the contract. This solicitation may result in multiple awards, allowing the City to maximize the purpose of this request. All submissions approved for award will be kept for consideration for the next neighborhood. The City has approximately 5 designated neighborhoods to focus on for the Dayton Recovery Plan. The City is also encouraging certified MBEs to apply and/or to be used as subcontractors. Should references for certified vendors be needed, please contact Donerik Black at 937-333-1439. Award does not guarantee any designated amount of work. As new neighborhoods become the focus, the option will remain for new vendors to participate.
