Demolition, site work, remodeling and renovation of a military facility in San Diego, California. Completed plans call for the remodel of a military facility.

PROJECT DESCRIPTION: Provide design/build for Building 3418 equipment pad, located at existing southwest staging area. Demo existing air compressors and existing air plumbing equipment at Building 3418. Provide new design/build for new air compressor and associated air plumbing system. Provide new air compressors with necessary air plumbing piping and accessories for a fully functioning low pressure air system. Provide (1) new concrete equipment slab and enclosure at the southwest exterior of the building. Provide new electrical power & distribution to support new air compressors and associated equipment. Provide drawings for all project disciplines to include, but not limited to: Architectural, Structural, Plumbing, and Electrical. Construction: 1. Provide new concrete equipment pad for new air compressors, approximately 400 SF located at southwest exterior of B3418. a. Provide new equipment pad with chain-link fence enclosure to shield the new air compressor system and equipment from corrosive environmental conditions. Provide new chain-link enclosure with a corrugated metal roof. i. Provide new sliding door entry compatible with new chain-link enclosure. Interior: Repair any interior walls damaged/affected due to the installation of new air plumbing devices and accessories. Provide plumbing design (drawings, calculations, edited UFGS specifications) and construction work to include: Demolition: 1. Demo (1) existing 125-HP air compressor and associated appurtenances located in the eastern interior of B3418. 2. Demo (1) existing air dryer and associated appurtenances located in the eastern interior of B3418. 3. Demo (1) existing vertical air receiver tank and associated appurtenances located in the eastern interior of B3418. 4. Demo (1) existing oil/water separator and associated appurtenances located in the eastern interior of B3418. a. The Contractor shall demo the oil/water separator and its contents as hazardous waste. 5. Demo existing exterior condensate piping and air plumbing piping from existing low-pressure air equipment station up to nearest ceiling-mounted plumbing tee, approximately 100 LF. 6. The KTR shall phase the demolition of all of the above existing air compressor system equipment as to ensure no outage of compressed air throughout the building. Construction: 1. Provide new low-pressure general use air compressors and air plumbing system, approximately to serve existing compressed air facilities throughout B3418. Provide new low-pressure air compressors with new air plumbing piping and other necessary appurtenances for a fully functioning air plumbing system. a. New air compressors shall be required to maintain required continuous control airflow capacity when operating on a 1/3-on 2/3-off cycle, per UFGS 22 15 14.00 40 General Service Compressed-Air Systems, Low Pressure. b. New air compressors shall be provided with a speed modulating device (ASD) to increase or decrease compressor speed according to compressed air demand, when applicable, per UFC 3-420-02 Compressed Air. c. New air compressors shall be provided with compressed air filters. Provide new compressed air filters per the manufacturers written specifications. d. Provide new air compressors with an oil-level sight indicator on the compressor and a coalescing oil filter on the compressor discharge line. e. Provide (2) new air dryers to be connected with new air compressor and air plumbing system, per UFC 3-420-02Compressed Air. f. Provide (1) new vertical air tank receiver to be connected with new air compressor and air plumbing system, per UFC 3-420-02 Compressed Air. g. Provide (2) new 150 HP air compressors to be connected in parallel with a lead/lag configuration. h. Provide (1) new oil/water separator to be connected with new air compressor and air plumbing system to serve total system, per UFC 3-420-02 Compressed Air. i. Provide schedule 40 galvanized steel pipe for new compressed air plumbing piping, per UFGS 22 15 14.00 14. KTR shall field verify existing building air plumbing piping and replace as necessary for a fully functioning low pressure air system. i. New air piping shall tie into existing 4 ceiling-mounted copper main line. ii. Provide dielectric unions at new piping point of connections. iii. Provide temporary access valves for future temporary air compressor connections. j. Refer to manufactures written specifications and UFGS 22 15 14.00 14, section 3.1.2.6 Supporting Elements Installation for information and guidance on supporting elements for new air plumbing systems. k. KTR to field verify existing equipment air pressure. l. KTR shall provide new air compressors and air dryers such that the new compressed air system shall not be interrupted during periods of maintenance and can be mechanically and electrically isolated without affecting existing building equipment. New air compression system shall be fully cross-connectable with independent isolation valves at each air compressor and air dryer. i. If an air system outage must occur, a temporary air system must be provided. m. All new outdoor air compressor equipment and mechanical equipment shall have painted finishes that pass a salt-spray test conducted per ASTM B117 for duration of at least 500 hours. All coatings shall be factory applied. n. KTR to ensure testing and start-up of new equipment, and provide to government all pertinent reports. Provide electrical design (drawings, calculations, specifications) and construction work to include: Demolition: 1. Demo (1) existing 125-HP air compressor and associated appurtenances located in the eastern interior of B3418. Coordinate with Mechanical. Field verify exact locations. 2. Demo (1) existing air dryer and associated appurtenances located in the eastern interior of B3418. Coordinate with Mechanical. Field verify exact locations. 3. All demolished items shall be disposed per NAVFAC. Construction: 1. Provide power for new (2) 150HP Compressors at 480V/3Phase from the existing Main Switchgear of 800A at 480V, 3Ph, 4W system. KTR shall provide/Install (2) dedicated feeder with (2) 3 Conduits with 3/0, 1#2 Cu Copper Ground. Conduits shall be RGS type. Routing field verify and it shall comply codes as required. Each 150 HP Compressors will have dedicated circuit from the existing Switchgear. 2. Provide/Install 225A/3P compatible circuit breaker in the existing Switchgear for each 150HP Compressor as stated above dedicated feeders. Circuit breakers must have same KAIC rating of the existing switchgear. 3. Provide/Install VFD/Disconnects with standalone supports for the Compressors, Dryers in the existing pad as required. Comply codes UFC including clearances. 4. Provide/Install Power for (2) Dryers providing two compatible 20A/3P dedicated circuit breakers in the existing 1200A Switchgear of the Building and match the KAIC ratings of the Switchgear or from the nearest existing 480V Panel which has enough power. Field Verify. 5. Field verify and all routing shall be done prior to rough-in. All the penetrations shall be fire sealed and per fire codes. 6. For Exterior Electrical Power Distributions trenching/Saw-Cut/Backfill/Paving where required complying codes. 7. Provide equipment groundings per UFC for all the equipment as required. 8. KTR shall conduct all the successful testing by approved 3rd party. The current deadline for RFIs is July 5, 2024. The deadline may be extended if multiple RFIs are received. The Government may not respond to inquiries submitted less than 10 days before the current proposal receipt date of July 15, 2024. Any requests for information should be submitted on the attached RFI Form to the undersigned.
