The principal component of work includes providing the following repairs to five communication tower anchor foundations at the WAPA Highmore Repeater Site: a. Remove previous surface concrete repairs. b. Excavate holes around anchors for repairs. c. Remove existing crumbling concrete encasements carefully so as not to damage the existing embedded steel anchors. d. Power-wash existing concrete cold-joint surfaces. e. Wire-brush away all rust from existing steel guys anchors and apply two coats of zinc-rich paint to all rusty surfaces. f. Form up 18"x18"x24" (minimum) long sections with 3/8" plywood and support with 2x4 members around existing guy anchors (length may need to be longer. Field verify length of repair and coordinate with WAPA COR at each repair location before placing formwork or reinforcing). g. Wire-tie all reinforcement in place with 3" cover as shown in detail G and section R-R. Place 3/4" wooden chamfers at all inside corners of formwork. h. Field mix 4500 psi concrete. i. Place concrete into forms and consolidate. j. Hard trowel-finish all exposed concrete surfaces which are not covered by formwork. Spray on concrete sealer to aid moisture retention during curing. k. Let cure for 7 days then remove and dispose of formwork. Also remove and properly dispose of all demolished concrete. l. Apply 2 coats of roofing tar in a 6" wide strip around cold joints in concrete. Spray on concrete sealer again to entire new concrete encasements for final curing. m. Backfill all excavations with compacted structural fill. n. Protect existing grounding for the anchors. If grounding is damaged, then the contractor shall provide new grounding at no additional cost to the government.Location: The work is located at the Highmore Repeater Site, which is located about 12 miles south of Highmore, South Dakota in Hyde County as shown on Drawing HMR 7000. 2. Commencement and Completion of Work: Begin work within 10 calendar days after date of receipt of Award and complete all work within 45 calendar days from date of receipt of such notice. The sequence of operations, method of operation, and the forces employed shall, at all times during continuance of the contract, be subject to the approval of the Contracting Officer. The Contractor shall coordinate all construction activities thoroughly with Western Area Power Administration (WAPA). 3. Contract Requirement: Provide all materials (concrete, formwork, backfill, etc.) required for repair to five concrete anchor foundations at the Highmore Repeater Site.
