The Contract Project consists of the supply and installation of water meters and meter registers of various sizes for measuring potable water usage and in the installation, implementation, and use of fixed base automatic water meter reading devices The owner reserves the right to waive any irregularities, or to reject any or all bids. "EQUAL EMPLOYMENT OPPORTUNITY" All constraints/limitations associated thereto will be the responsibility of the selected Proposer to manage in order to deliver a "turn-key" project within the awarded schedule of prices, as well as within the approved installation time frame. A. The selected Bidder will provide a System capable of meeting the current and future meter reading needs within our service area. The scope of work involves, but is not limited to, providing and installing the System which includes new meters, enhancements to existing meters and radio units (nodes or endpoints), a Meter Data Management System (head end), software, hardware, billing system integration and all necessary training and installation support, and hosting the SERVICE. The reading equipment shall be capable of receiving meter readings while utilizing drive-by data collector units. The enhancements to existing meters shall be 100 percent compatible, with the new meters and AMR drive-by vehicle reading device. B. The System must have the capability to read meters when the vehicle reading device (VGB) passes the service point. The meters shall be capable of migration to an AMI system with meter reads every hour upon the hour in a 24-hour period unlimited and not regulated by FCC during peak transmissions. The vendor shall describe the upgrade requirements to incorporate radio frequency (RF) technology. C. During an upgrade to RF meter reading, the District shall still be able to read water meters and meters equipped with RF meter interface units (radio units) within the same meter reading route without detaching the receptacle or RF meter interface unit or switching modes within the meter reading equipment. D. The proposed System must be provided by the same company or an equity partner (specifics must be submitted with the proposal). E. All System components furnished (software, reading equipment, RF radio units, meters with absolute encoders) shall be supplied by a single manufacturer. F. The System shall be comprised of RF radio units, drive-by data collection devices, and host software. G. AMR provider shall furnish the AMR system with hand-held devices for AMR installation programming and mobile drive-by system for routine collection of meter readings. It shall be the AMR provider's responsibility to propose any components, ancillary services, etc., not addressed in this Request for Proposal to ensure a complete and fully functional system. H. The transition from walk-by to mobile (drive-by) shall be seamless and allow all meter reading methods to operate together simultaneously. AMR (drive-by) radio units respond to a vehicle tone from the VGB which triggers transmission of endpoint data reads. Radio Units shall allow for onsite reprogramming, to allow for migration to a fixed bases system. I. The System shall provide 8-digit meter reading resolution capability for encoders using absolute encoder registers, such as Master Meter, Elster/AMCO, Mueller Systems, Hersey Meters, Badger, Neptune and Sensus which utilize absolute encoder output protocol meeting AWWA standards, in both mobile (drive-by) and fixed network data collection applications. J. Vendors that have the ability to communicate with and upgrade the field devices through the use of UI-1203 encoded protocol and an FCC licensed network without changing hardware will be considered advantageous.
