The Parsons Housing Authority (Owner) will receive sealed bids until the date and time stated above for the Mechanical and Plumbing Modernizations project referenced above. The Work includes; replacement of domestic waste/vent, supply piping, piping for HVAC systems, new fan coil units, bathroom renovations, and other items indicated on the plans and specifications. Bids are to include all necessary labor, materials and equipment. Please note that all bidders should try to attend the Pre-Bid Meeting (attendance is NOT mandatory) and shall verify that they have inspected the existing site conditions prior to submitting their bid. Any bidder who has not visited the site may have his or her bid rejected. For all construction and equipment contracts over $25,000, the bidder shall be required to submit with the bid a negotiable bid guarantee not less than five percent (5%) of the amount of the bid. The bid guarantee shall be a certified check, bank draft, U.S. Government Bond at par value or a bid bond secured by a surety company. The Surety Company must be authorized to do business in the State where the project is located and must be acceptable to the Government. The competency and responsibility of bidders will be considered in awarding the contract, and the Owner reserves the right to reject any and all bids and waive irregularity in bidding. The contract will be awarded to the lowest responsive and responsible bid if reasonable, and if it is in the interest of the Parsons Housing Authority to accept it. No bid shall be withdrawn for a period of Forty-Five (45) days subsequent to the opening of bids without the consent of the Parsons Housing Authority. Completion Date. The Contractor agrees that time is of the essence in the completion of the work required by this Contract, for which completion is established on or before 600 calendar days, following receipt of the "Notice to Proceed" and Contractor hereby waives any notice putting in default for failure to complete on time.
