Community Development Block Grant (CDBG) Housing Rehabilitation Program Management and Administrative Services. The City of Arcadia receives its CDBG funding through the Los Angeles County Development Authority (LACDA). The City has received an allocation of $290,390 for Fiscal Year 2024-25, which is similar to previous years' allocations. These funds are currently being used for the three ongoing programs: The Home Improvement Program, Congregate Meals Program and Information and Referral Program for Senior Citizens. For Fiscal Year 2024-25, the Home Improvement Program specifically has a budget of $370,056, which includes the use of approximately $120,000 additional carryover funds. The CDBG program allows up to 20% of a project budget to be used for program administration. In recent years, this has funded one part-time program consultant, and a small percentage of the salary of one full-time city employee. The City estimates that the Home Improvement program allocation for FY 2024-25 will fund approximately 10-12 housing rehabilitation projects, inclusive of program administration costs. The City seeks a consultant that is experienced in managing housing rehabilitation for lower income residents; is knowledgeable in the use, requirements, and processing of CDBG funds; will provide regular office hours at Arcadia City Hall or remotely; and will meet with City staff monthly to provide project updates.
