Consulting Services for Water, Wastewater, and Stormwater Rate Study and Pennsylvania Public Utility Commission Tariff Filings, Financial Analysis, and Compliance Services.. PWSA is requesting proposals from qualified consultants to conduct a comprehensive water, wastewater, and stormwater cost of service study and review/update of the rate and fee structures. During the engagement, the consultant will assist the Authority with Pennsylvania Public Utility Commission (PUC) tariff filings for PWSA's water, wastewater, and stormwater utilities. The selected firm will serve as the Authority's general rate consultant, as well as provide additional financial analyses, and support compliance efforts, as needed. Emphasis is placed on experience in the water, wastewater, and stormwater industries with focus on financial and business planning experience. Intent to Bid Due Date: Aug 27th 2024, 2:00 PM EDT Question Deadline 08/20/2024 at 4:00 PM ET Questions Due Date Online Portal The term of this Agreement shall commence upon the Authority's issuance of a Notice to Proceed and shall continue for three (3) years from the date of the issuance of the Notice to Proceed (the "Term"). Time is of the essence of this Agreement. Thereafter, this Agreement shall not renew, unless agreed upon in writing between the Parties. In the event that the Parties elect to renew the Agreement, the Contract may be extended for 2 additional one-year Term(s), or any portion thereof, if mutually agreed upon by the Parties in writing. For such renewal Term(s), Consultant agrees that pricing for option renewals shall be submitted to the Authority's Contract Administrator at least 60 days prior to the most current term renewal and shall not exceed 3% annually.. PWSA reserves the right to reject any or all Proposals, waive technicalities, and to be the sole judge of the suitability of the proposed services for its intended use and further specifically reserves the right to make the award of this Contract in the best interest of PWSA.
