Reference Number : 0000358996 The City of Knoxville is seeking proposals from responsible firms to conduct a traffic sign inventory and retro-reflectivity assessment of all signs on rights of way within Knoxville's corporate limits. The City of Knoxville's Transportation Engineering Division is seeking competitive proposals from qualified firms to conduct a traffic sign inventory and retro-reflectivity assessment for the City of Knoxville. All data must be provided to the City in a format that can be imported into the City's existing asset and work order management (Accela). At the conclusion of the physical inventory, the chosen firm must develop a comprehensive inventory database which will allow the City the ability to maintain a sign inventory into the future, manipulate the inventory, add signs, and delete existing signs The traffic sign inventory must include all regulatory, warning, and guide signs maintained by the City of Knoxville on all city streets and State-maintained highways. There are about 1,200 centerline miles of public streets, including State-maintained roads, within Knoxville, with an estimated 60,000 signs. Each sign and sign support i.e. posts, traffic signal arms, bridges, utilities poles, other mountings, etc. must be located via GPS to the nearest meter and have a unique facility ID number. A retroreflectivity rating of "good," "fair," "poor," or "critical" must be assigned to each inventoried sign, based upon a nighttime visual assessment; rating must be defined by criteria listed in the MUTCD. The method of Contractor Selection has not been Determined at this time.
