Start/Delivery Date Week of 12/30/2024 Question Deadline 11/07/2024 at 11:00 AM PT The City intends to provide full-time oversight of the Contractor by procuring the services of a Consultant that can provide the personnel to perform construction management, project inspection services, and material testing services. The Consultant's services are required from start to completion of the Project to ensure the Contractor performs all the necessary work as described in the contract documents for Bid No. E1285-23C, as well as other tasks identified herein. All work will be performed to the highest professional standards and will reflect the thoroughness, attention to detail and professional knowledge expected in overview of all the associated construction phases. It is anticipated that the Consultant project inspector and construction manager will be required during preconstruction, construction, and closeout for the Project. The City expects the Consultant project inspector to be on-site for the entire duration of the construction and closeout of the Project. Construction of the Project is anticipated to last approximately 480 total Working Days, which includes material procurement time. For the proposal purpose, assume 240 working days for the construction management and inspection services during a two year period. The Consultant shall be responsible for construction management and inspection, which includes but is not limited to the overall contract compliance, contract change order review, schedule changes, construction inspections, and quantity calculations and verification. The City will have a project manager (City Project Manager) assigned to the project to be available for the project duration. The typical workday includes all hours worked by the construction Contractor. The construction Contractor's operations may be restricted to specific hours during the week, which shall become the normal workday for Consultant personnel. The City Project Manager shall have the authority to increase, decrease, or eliminate Consultant personnel work hours' dependent on the schedule and requirements of the construction Contractor. The City's MBATS System Project proposes to upgrade and connect signal controller equipment through a fiber optic backbone infrastructure that will support emerging traffic management technologies, such as dynamic signal timing, vehicle-to-vehicle communication, autonomous vehicles, public safety preemption, and other smart cities initiatives that can improve traffic signalization and operational efficiencies. The infrastructure will enable enhanced signal timing, relieve congestion during peak hours, improve traffic progression, allow the system to be more responsive to changes in traffic conditions, and prepare for the future of more Internet of Things (IOT) communications. The project will allow both City/County staff and a semi-autonomous control system to remotely monitor and control the signalized intersections to maximize synchronization and minimize backups through real-time data analysis and timing changes.
