The City is seeking proposals from qualified consulting firms to conduct a comprehensive Water and Wastewater Cost of Service and Rate Design Study. The focus of these studies is to ensure the City's water and wastewater utilities have sufficient, defensible funding to meet their operational, capital, current and proposed debt service obligations and that utility rates are set proportionate to the cost of providing service to each customer class. The City will also need ongoing support for VenturaWaterPure (VWP) Program financing due diligence processes. The City is seeking outside expertise to obtain: o A comprehensive cost of service-based study of water and sewer rates and recommended rates for a five-year period (Fiscal Years 2025-26 through 2030-31). o A rate forecast up to 10 years (for our long-term forecasting window) based on expected cost increases over time. The consultant is encouraged to suggest additions or modifications to the scope that will enhance or clarify the study; these suggestions should be incorporated in the proposal. Your proposal should specifically address the following topics in the same order as presented. Please refrain from submitting general marketing materials which do not explicitly serve this purpose. The Proposal shall be signed by an individual or individuals authorized to execute legal documents on behalf of the Respondent.
