Consultant Services Required for Projects: 2024-343 MIS-WWTP Evaluation and LOSS Design and On Call Campus Engineer for the Washington State Department of Corrections on McNeil Island. Scope of Work This Request for Qualifications is for the purpose of selecting an environmental or engineering firm. 2024-343 MIS-WWTP Evaluation and LOSS Design: Explore and evaluate different options for treating wastewater, including Large On-Site Septic Systems (LOSS) and treating effluent to acceptable levels for land application. All avenues explored would look to remove the current Wastewater Treatment Plan (WWTP) outfall system. Removal of this outfall could potentially open several acres of the currently prohibited shellfish growing areas. This would allow for the harvesting of shellfish and create a positive impact for the aquatic life around the island, those currently housed on the Island, and our tribal partners. On-Call Campus Engineer: This selection will be used as the On-Call Campus Engineer for unanticipated waste water treatment, septic, sewage, and storm water projects on McNeil Island for the 23-25 Biennium. Description of Facility The Special Commitment Center (SCC) is located on McNeil Island for the care and treatment of approximately 120 sexually violent predators. The Department of Corrections, through Correctional Industries, provides maintenance and operations support for the island including marine services, water treatment, wastewater treatment, and fuel receipt and delivery. The WWTP is located on the southern end of McNeil Island and discharges the treated effluent into the Puget Sound. Project Goals o Explore alternative methods to potentially eliminate the wastewater treatment plant's outfall system and estimate the construction costs for those alternatives. o Improve sustainability within the Puget Sound creating a healthier environment for all aquatic life and those that depend on it for carrying out their way of life. o Support environmentally responsible and sustainable development of shellfish aquaculture. o Support the Washington Department of Corrections (WADOC) long-term commitment to environmental stewardship. o Continue providing wastewater treatment for the SCC and the other tenants on McNeil Island. Submitting firms should have a strong background in surveying, stormwater, wastewater treatment and design of Large On-Site Septic Systems (LOSS). Firms should also be well versed in multi-phased State agency construction, planning, and life-cycle cost analysis.
