Iowa in Madison County intends to seek financial assistance from USDA, Rural Development, Rural Utilities Service for costs of improvements to their municipal wastewater system at 2255 Norwood Ave, Winterset, Iowa 50273. The proposed project consists of a new 3.5 MGD SBR Treatment Facility for secondary treatment and enhanced nutrient reduction. Facility improvements will include rehabilitation of the headworks and expansion of sludge processing at the existing wastewater treatment plant at 2255 Norwood, Ave, Winterset, IA 50273. If implemented, the project will include the replacement of the trickling filter system with a higher-capacity sequencing batch reactor (SBR) activated sludge treatment system. The proposed project also includes a new blower building serving the SBR system, upgraded EQ return pump station, and a new raw wastewater pump station. Headwork improvements include a new HVAC, screening, and grit removal. Also included are construction of an additional digester, sludge storage, and sludge load out facilities. In accordance with Executive Order 11988, Floodplain Management and USDA Departmental Regulation 9500-3, Land Use Policy, the purpose of this notice is to inform the public of this proposed conversion or effect and request comments concerning the proposal, alternative sites or actions that would avoid these impacts, and methods that could be used to minimize these impacts. It has been determined that there is no practicable alternative to avoiding this conversion or effect and that there is a significant need for the proposal.
