Site work for a communication facility in Norfolk, Virginia. Completed plans call for site work for a communication facility.

Location of the Work: Naval Station Norfolk, Norfolk, Virginia Question Deadline 08/13/2024 This project is to replace the existing ballasted built-up roof (approximately 29,000 sq.ft.) on building of W-143 at ELMR Tower with two ply modified bituminous roof system. The cleaning of all exterior wall surfaces at the stair penthouse and elevator penthouse in roof area between coordinates A33 and H43, and the application of vapor permeable, liquid water repellent sealer for exterior wall surfaces. The replacement of finished roof system and parapet flashing on both stair penthouse and elevator penthouse in roof area between coordinates A33 and H43. The refinishing of metal access ladders on both stair penthouse and elevator penthouse in roof area between coordinates A33 and H43. The removal by scraping/vacuuming of ballast on existing sections of ballasted built-up roof in roof area between coordinates K44 and P48 (approximately 5,000 sq.ft.), directly beneath generator buildings. The installation of a topcoat on SPF roofing. Structural work includes support for overflow scuppers through parapet walls and patches in roof deck where abandoned equipment curbs are permanently removed. Mechanical work includes support for duct extensions that may be needed to reconnect existing HVAC units on taller equipment curbs. Electrical work includes support for cable/wiring extensions that may be needed to reconnect existing HVAC units on taller equipment curbs as well as salvaging and reconnecting the existing lightning protection system, antennas, and other electrical equipment. The building represents standard warehouse designs developed by the Bureau of Yards and Docks (Criterion C). The multistory, concrete-frame warehouse typifies the general warehouse standards first issued in 1916. W-143 has a Historic preservation category of two, which means it is "an aspect of the built environment that merits affirmative and active consideration for long-term preservation but that is not assignable to Category 1 because it lacks the high standard of integrity or significance of Category 1. Long term preservation or adaptive use of Category 2 aspects of the built environment should be actively sought if doing so does not seriously impede the mission of an installation or activity or does not have associated costs that substantially exceed the contemporary value of the properties." Work proposed as part of this project will require EV Cultural Resources review and a determination whether or not State Historic Preservation Office (SHPO) involvement will be required. Estimated Budget Amount or Price Range: In accordance with FAR 36.204 Disclosure of the Magnitude of Construction Projects, the estimated price range for this project is between $1,000,000 and $5,000,000. Time for Completion: Contract completion date is 500 calendar days. The days are calculated from date of task order award, which includes the initial 15 days allowed for distribution of the task order award, submission and approval of insurance, bonding and other requirements set forth in the task order/MACC. Task order award is considered notice to proceed. Wage Determination: Department of Labor (DoL) General Decision Number VA20240160 06/21/2024, (Attachment B) applies to this work. Should this wage determination be modified by DoL prior to award, the most current wage determination may be issued via amendment. Liquidated Damages: In accordance with FAR 52.211-12 Liquidated Damages, if the Contractor fails to complete the work within the time specified in the task order, the Contractor shall pay liquidated damages to the Government in the amount of $1,329.04 for each calendar day of delay until the work is completed or accepted. Utilities: In accordance with FAR 52.236-14 Availability and Use of Utility Services - The Government shall make all reasonably required amounts of utilities available to the Contractor from existing outlets and supplies, as specified in the contract. Unless otherwise provided in the contract, the amount of each utility service consumed shall be charged to or paid for by the Contractor at prevailing rates charged to the Government or, where the utility is produced by the Government, at reasonable rates determined by the Contracting Officer. The Contractor shall carefully conserve any utilities furnished without charge. Record Shop Drawings: In accordance with FAR 52.236-21 Specifications and Drawings for Construction, record shop drawings are required. Reproducible copies of these record drawings are also required. Brand Name or Equal: In accordance with FAR 52.211-6, Brand Name or Equal (AUG 1999) this project contains the following Brand Name or Equal statements: Not applicable. Government Furnished Property: There is no Government Furnished Property. Basis for Award: This task order will be awarded on a fair opportunity basis pursuant to FAR 16.505 ordering procedures. The proposed task order will be awarded to the responsible offeror, offering the best value to the Government. For this task order, to make a determination of best value, the lowest price technically acceptable process is selected. Bond Requirements: In accordance with FAR 52.228-1, Bid Guarantees, each offeror shall submit with its offer a guarantee bond (Standard Form 24) in a penal sum equal to at least 20 percent of the offer price or $3,000,000, whichever is less. If required per FAR 28.102, Performance and Payment Bonds shall be submitted from the contract task Pre-Proposal Inquiries (PPIs): Offerors who determine that the technical and or contractual requirements of this RFP require clarification(s) in order to permit submittal of a responsive proposal shall submit all questions in writing. PPIs must be submitted in writing to Melissa Domon and Kathryn Arnold at melissa.g.domon.civ@us.navy.mil and kathryn.l.arnold3.civ@us.navy.mil. The cutoff for PPIs is Tuesday, 13 August 2021 in order to process all inquiries by the proposal due date. Additionally, all inquiries shall be submitted using the Pre-Proposal Inquiry (PPI) form (Attachment E). Do not submit the same inquiry more than once. Please verify that inquiries submitted by you on behalf of your subcontractors are not duplicates. A response will be published via an amendment to https://sam.gov/ and https://piee.eb.mil/. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
