Renovation of a clubhouse / community center in Everett, Washington. Completed plans call for the renovation of a clubhouse / community center.

The Project area is comprised of two properties totaling 2.08 acres and is zoned Urban Center per Snohomish County. The property addresses are 303 128th St SW and 12717 4th Ave W, both in Everett, WA 98204. The Project is currently for up to 6 floors of new development, likely comprised primarily of construction of affordable housing with mostly one-bedroom apartments (~150 units) with parking. A library and community space (of approximately 45,000 SF) are also included in the project scope. The Project is in the beginning of the design process and the final size and scope of the Project has yet to be determined. This RFQ uses preliminary estimates for cost and size, both of which will be refined during the design process. This project will require meeting applicable labor standards including, but not limited to: 24 CFR 983.154(b), 24 CFR 983.154(c)], as well as RCW 39.04.300-320. These pertain to Davis-Bacon wages, Section 3 Equal Opportunity Employment, and the Washington State Apprenticeship and Training Council (WSATC) programs. The selected GC/CM contractor will be responsible for ensuring compliance with these standards. Anticipated Construction Start January 2026 Anticipated Construction Completion January 2028
