The work consists of permanently plugging Penstock #4 at Amistad Dam to eliminate the need for continued maintenance of the penstock and associated irrigation gates. The contractor shall perform all construction activities in a confined space environment approximately 190 feet below the service deck and shall be responsible for managing confined space requirements and any water infiltration. Major construction efforts include installation and removal of a bulkhead; removal, storage, and reinstallation of irrigation and penstock gates; installation and removal of a manlift and unwatering system; lockout/tagout of the penstock gate; unwatering and verification of proper gate seating; installation of concrete forms, grouting tubes, and a bypass pipe; placement of concrete to form the penstock plug; repair of the penstock invert slab; removal of the orifice structure; grouting and epoxy grouting of the penstock plug if required; and reinstallation of hoists or other equipment relocated to facilitate the work. All work shall be performed within restricted site conditions, including limited work hours, controlled access through a port of entry, coordination for use of the existing bulkhead, and strict load and access limitations. The contract will be firm-fixed price under NAICS 237990, with all work completed within 300 calendar days after Notice to Proceed, including construction, final cleanup, and closeout documentation.
