Site work for a civil project in Knoxville, Tennessee. Completed plans call for site work for a water / sewer project.

The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified firms to complete the design and construction for the removal of the Coward Mill Dam on Beaver Creek in Knox County, Tennessee, hereafter referred to as the "Project". The dam is located adjacent to 10204 Coward Mill Road, Knoxville, TN 37931. A map of the Project area is included with the Feasibility Study in Exhibit 7. The primary goal of the Project is to remove the Coward Mill Dam. A secondary goal is to restore the creek as much as possible to pre-dam conditions. Grant funding has been acquired to cover stakeholder coordination, hydrology and hydraulic work, FEMA coordination, dam removal and restoration. Construction is targeted for the summer of 2025. This Project includes the creation of monitoring and maintenance plans to begin after grading and riparian buffer planting and to continue for three growing seasons after planting. By removing this dam, over 2,700 linear feet of Beaver Creek will be converted from a backwater lentic condition to a lotic condition. A preliminary assessment of the Project stream was conducted using the Tennessee Stream Quantification Tool (TNSQT) to determine the restoration potential for the Project. Functional lift through the removal of the dam is attainable in several function-based categories including hydraulics, geomorphology, and biology. Biological lift will be achieved by returning the stream to a lotic ecosystem, allowing aquatic organism passage through this stream which has not occurred since the dam was built, as well as allowing natural processing of large woody debris and sediment which will also improve instream habitat and aquatic refugia. Geomorphology parameters such as riffle percentage, pool spacing, and pool depth ratio will also improve significantly following the removal of the dam as it returns to a free-flowing system. Additionally, Beaver Creek is listed as a stream with unavailable parameters by TDEC due to Escherichia coli (E. coli) from sanitary sewer overflow and grazing in the riparian zones, nutrient levels from grazing in the riparian zones and municipal point source discharges, and both physical substrate habitat alterations and sedimentation due to highly urbanized land use. While this project may not address all of those issues, creating a free-flowing stream will help improve overall water quality by reducing areas of stagnant water, decreasing water temperatures, and increasing oxygen levels as new riffles emerge from the backwater. Overall, the Coward Mill Dam Removal project has the potential to produce 1,057 functional feet of stream channel within a highly urbanized watershed. See the provided TNSQT Workbook in Exhibit 8 for anticipated functional lift associated with the restoration project. The Contractor shall furnish all necessary drawings, plans, labor, equipment, and construction oversight services to complete the Project. The Contractor will be responsible for providing all information and for securing, on behalf of Knox County, all necessary local, state and federal permits for the Project. This includes all required surveying and data collection to prepare and submit permit applications and payment of all required fees to obtain permits or agency authorizations to proceed. No work shall commence until the permits are secured. Vendors shall hold their proposal firm and subject to acceptance by Knox County for a period of ninety (90) business days from the date of the proposal closing, unless otherwise indicated in their proposal. The successful Prime Proposer may be required to submit both a Performance Bond and a Payment Bond (each equal to 100% of the job cost) when any one project exceeds $25,000 in value. The bonds will be returned upon the successful and satisfactory completion of the project. Knox County reserves the right to waive minor informalities or technicalities when it is in the best interest of Knox County. Pre bid meeting description: Remote attendance will apply to the pre-proposal conference only. Knox County shall not be responsible for any technical difficulties experienced by proposers trying to connect or during the proposal conference. Remote attendees should join the meeting five (5) minutes prior to the start time of the conference. An optional on-site meeting will be available immediately following the pre-proposal conference at 10204 Coward Mill Road, Knoxville, TN 37931. In the event of inclement weather, this site visit may be rescheduled.
