The Georgia Department of Transportation (GDOT), is soliciting bids from qualified firm(s) to provide Demolition and Removal of Improvements, Structures, or other Encumbrances in the Right Of Way and/or Easement Areas. This solicitation seeks to identify potential firms to provide Demolition of Improvements, Structures, or other Encumbrances in the Right Of Way and/or Easement Areas for the Scope of Services for the project /contract identified in Exhibit I. All respondents to this solicitation are subject to instructions communicated in this document, and are cautioned to completely review the entire solicitation and follow instructions carefully. GDOT reserves the right to reject any or all bids and to waive technicalities and informalities at the discretion of GDOT. Please review the documents for additional information. This solicitation is open to potential bidders who currently hold prequalification status for Right of Way Property Management Services issued by GDOT and who hold a current prequalification certificate. The Georgia Department of Transportation (GDOT) is seeking a PRE-QUALIFIED firm interested in providing Demolition and Removal of Improvements, Structures or Other Encumbrances in the Right of Way or Easement Areas. GDOT will select the lowest, responsive and responsible bidder based on analysis of bid prices received. Bidders are responsible for checking this solicitation for any/all updates. It is the bidders responsibility to ensure that its bid(s) arrive on or before the specified time. No bids will be accepted after the time set for receipt. A Restriction of Communication is in Effect for This Project. From the advertisement date of this solicitation until a successful respondent is selected and the selection is announced, respondents are not allowed to communicate about this solicitation or scope with any staff of GDOT, including the Commissioner, and Board Members, except for submission of questions as instructed in the ITB, or as provided by any existing work agreement(s). For violation of this provision, GDOT reserves the right to reject the submittal of the offending Respondent. Questions due to GDOT 8/2/2024 2:00 PM Non-Discrimination The Georgia Department of Transportation in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d--42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all proposers that it will affirmatively ensure that any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. GDOT reserves the right to cancel any solicitations where it is determined to be in the best interest of the Department to do so. GDOT reserves the right to increase, reduce, add, or delete any item in this solicitation as deemed necessary. It is the responsibility of all firms interested in submitting a bid for this solicitation to routinely check the posting on the Georgia Procurement Registry for any revisions to this solicitation. Small and Minority Business Enterprise It is the policy of the State of Georgia that small businesses, female-owned businesses and minority businesses have a fair and equal opportunity to participate in the State purchasing process. Therefore, the Department encourages all small businesses, female-owned businesses and minority-owned businesses to compete for contracts to provide services, and encourages consultant to solicit female-owned businesses and minorityowned businesses in procuring sub-providers and suppliers. This desire on the part of the Department is not intended to restrict or limit competitive bidding or to increase the cost of the work. The Department supports a healthy free market system that seeks to include responsible businesses and provides ample opportunity for business growth and development. Consultants and sub-providers who utilize qualified minority sub-providers may qualify for a Georgia state income tax credits for qualified payments made to minority sub-providers. See Official Code of Georgia Annotated (O.C.G.A.) O.C.G.A. Section 48-7-38. The Georgia Department of Transportation has adopted a 15% overall annual goal for DBE participation on all projects. This goal is not to be considered as a fixed quota, set aside or preference. The DBE goal can be met by prime contracting, sub-contracting, joint venture or mentor/ protege relationship. The winning firm will be notified in writing via email and must provide the required Performance and Payment Bond within five (5) business days of receiving the purchase order. The Performance and Payment Bond shall be provided to the Department in the amount of 100 percent (%) of the total bid price, utilizing the Department's form, GDOT Form-SP404, Performance and Payment Bonds, effectively securing the Contractor's obligations to perform the Services hereunder and to ensure that payments owed to subcontractors approved by the Department are made with respect to performance of portions of the services. If the Contractor does not provide the required Performance and Payment Bond form by the deadline, the Contractor may be deemed "non-responsive" and the Department may rescind the award and purchaser order. At that point, the next lowest bidder will be notified via e-mail of the Department's intent to accept the next lowest bid and the five (5) business day requirement to provide the Performance and Payment Bond will be upheld.
