The City of Morro Bay is seeking a qualified and experienced consultant to provide Construction Management and Inspection Services for the 2024 Pavement Rehabilitation Project. The consultant shall provide a proposal displaying qualifications for the requested tasks listed in the Scope of Work. Additionally, billing rates for all staff, testing, and equipment shall be included with the submittal of the proposal. The Consultant shall provide a comprehensive proposal demonstrating qualifications and capabilities related to the following requested tasks: Task 1 - Construction Management The Consultant will provide construction management for the 2024 Pavement Rehabilitation Project, which consists of localized digouts, rubberized cape seal, and slurry seal with new striping configurations. The engineer assigned to the project will work closely with the City and will provide support as requested. Construction Management includes providing engineering oversight to the project and City; meeting attendance, including pre-construction, progress, and final inspection; and submittal reviews for compliance with project specifications. Task 2 - Construction Inspection Services The Consultant will provide full-time construction inspection services to the City for the slurry seal, HMA digouts, Cape seal, leveling course, and HMA surface course for the project. The Consultant will provide full time inspection for the surface sealing operations to monitor laydown and application rate. The inspector will track staffing, quantities, and any other required information. The inspector will also assist the City with other duties such as dialogue with the public, notification of Police and other City Departments when necessary. During paving operations for HMA digout, aggregate and subbase course, leveling course and HMA construction, the Consultant will provide inspection of laydown including monitoring thickness and temperature as well as placement of the HMA. In addition, the inspector will provide field density tests using a nuclear density gauge to monitor the contractor's compaction efforts in compliance with project specifications and plans. Nuclear gauge correlation will be included. If the tonnage exceeds 1,000 tons per day, a second inspector will be added. If compaction fails during construction, the Consultant shall be equipped to provide, as additional services, the core density/ nuclear gauge correlation and/ or core densities to establish compaction as outlined in the contract documents. Quick turnaround time for this is crucial so that failed materials can be addressed as soon as possible. The inspection services will monitor the contractor for conformance to the contract documents. Daily reports will include an account of the work performed each day related to temperatures, thickness, and placement. Testing services include the field and laboratory testing necessary to assure that the contractor is providing a product that is conforming to the material specifications of the contract. Each inspector will also assist the City with other duties such as dialogue with the public, notification of Police and other City Departments when necessary. Task 3 - Laboratory Testing The Consultant will provide materials testing during construction. This includes testing of the surface seal materials, HMA materials, and any other required materials to ensure compliance with the project's specifications. The Consultant will collect and test samples as necessary, including performing field and laboratory tests. Refer to the attached Plans and specifications to determine testing frequency. Task 4 - Verification and Determination of Compliance and Acceptance The Consultant will prepare a final report that summarizes all of the laboratory tests and will address the contractor's compliance with specifications, plans, and applicable adopted standards. Copies of the compaction reports will be included. The report will outline any areas of non-compliance. Proposals will be evaluated based on experience, qualifications, and cost-effectiveness. The City of Morro Bay reserves the right to reject any or all proposals received. We look forward to reviewing your proposal.
