Your firm is hereby invited to submit a written statement of qualifications to provide professional engineering services as OWASA's owner's advisor (OA) for two progressive design build (PDB) projects planned to start in fiscal year 2025. OWASA will conduct a Qualification-Based Selection process to identify the best qualified firm with which to negotiate a contract. All firms submitting qualifications must have demonstrated experience and expertise in owner's advisor services with progressive design build collaborative delivery. The primary objective of the OA is to: a) Assist OWASA throughout the PDB process. b) Create a PDB RFQ and support the process for the selection of the design-build team. c) Amend OWASA's existing PDB contract for use with the two projects, which will be bid separately. d) Attend design-build progress meetings and assist OWASA with review of submittals, schematics, cost reports, maintain an overall project schedule, and review design documents to confirm specifications and project scope is met (for each separate project). e) Evaluate design-builders' proposals and provide independent cost estimate and validate project proposals to meet owner's needs and criteria. f) Provide construction administration and observation services during the construction phase of each project, as required. OWASA reserves the right to reject any and all proposals, to waive any minor formalities, and to disregard all nonconforming or conditional submittals. OWASA may elect to conduct face-to-face interviews with two or more firms being evaluated prior to making a final selection.
