The City of Cleburne has applied for financial assistance through the Texas Water Development Board Drinking Water State Revolving Fund (DWSRF) Lead Service Line Replacement (LSLR) Program for approximately $48.5 Million dollars. be used to develop a comprehensive, turn-key program for Lead Service Line Inventory and replacement. The City is solicitating qualified Professional Engineering Consulting Firms to develop and implement a comprehensive turn-key program to ensure compliance with the United States Environmental Protection Agency's (U.S. EPA) Lead and Copper Rule Improvements Rule. These contracts are subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA approved fair share goals for Minority and Women-owned Business Enterprise (M/WBE) firms. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through the demonstration of the six affirmative steps. The City of Cleburne will not be responsible if the U.S. Postal Service or any other courier system fails to deliver the sealed SOQ to the City of Cleburne by the given deadline above. Emailed or facsimile of SOQ will not be accepted. The City of Cleburne reserves the right to reject any or all responses and to waive irregularities contained therein and to accept any response deemed most advantageous to the City of Cleburne.
