The project will be located at 7400 Eagle Boulevard, Frederick, Colorado. Construction Services will be contracted using AIA A133-2019 Standard Form of Agreement Between Owner and Construction Manager as Constructor: Cost of the Work Plus a Fee with a Guaranteed Maximum Price. The selected CMGC shall provide value-added services during design, bidding, permitting, construction, and facility commissioning. It is intended that the CMGC join the Project Team during the Design Development phase. The selected CMGC shall provide, but not be limited to, pre-construction services as identified in Part Two, including full project cost estimating at the 50% CD design deliverable, constructability review as coordinated with the design team, permit submission assistance, scheduling, phasing/sequencing recommendations, and identification of cost reduction suggestions and strategies. At the 100% Design Development milestone, the CMGC shall provide a Guaranteed Maximum Price proposal including a final construction schedule for Construction Manager/General Contractor services to construct the project as designed. The CMGC's services during the Construction Services phase include, but are not limited to, construction management, administration, field supervision, coordinating subcontractors, maintaining quality, meeting schedules, and providing the general conditions work for the completion of a functional, operational facility to the intent of the project design. Generally, all trade contracts shall be competitively bid by the CMGC and assigned to the CMGC's contract; however, when circumstances are warranted, the CMGC will be allowed to self-perform work that it traditionally performs with its own forces. This work shall be competitively bid by the GC against other contractors performing the same scope of work (see Part Two, 2(m)). Architects Services have been contracted using AIA B133-Standard Form of Agreement Between Owner and Architect, Construction Manager as Constructor Edition. The Design Team has completed Schematic Design, which is attached. The Schematic Design generally describes the scope, quality, and general constructability of the project. The project's Construction schedule will be impacted by the access and availability of the Western half of the site. Due to agreements with a third party, there are several constraints that will dictate the timing of construction. These same constraints will likely dictate a phased construction sequence, which should be considered during the Pre-Construction process. At this point the known milestones are: July 2024 - 100% Schematic Design September 2024 - Award CMGC contract November 2024 - 100% Design Development/GMP Proposal November 2024 - GMP Contract Finalized February 2025 - 100% Construction Documents and Permit Application March 2025 - Construction may begin on the East half of the Project Site*. Access to the West half of the site is contingent upon Project Endeavor's substantial completion. Access is anticipated during the 2026 calendar year, exact date to be determined. Frederick Public Works project must be 100% Complete within one year after access to the West half of the site is granted. Please be advised that there will be penalties to both the owner and the contractor team if this deadline is not met. The design team, owner, and CMGC will work together to sequence and phase the project during the design phase to ensure there is a path to successfully meet this requirement.
