Stevenson Bridge Road Bridge Environmental Consultant. The Cost Proposal Shall Be Submitted in a Separate Sealed Envelope, Which Will Remain Sealed Until the Consultant Proposals Have Been Evaluated and Ranked. The Consultant Shall List Its Proposed Cost for the Project for Each Task on a Cost Plus Fixed Fee Basis. The Cost Proposal Shall Be Prepared in a Format Similar to the Attached Sample. Time is of the essence in all terms and conditions of this Contract. The Consultant shall submit in writing any and all objections to the contract language within 5 working days of notification of selection. Notify the Engineer of any and all delays The Stevenson Bridge Road Bridge Rehabilitation Project is schedule for construction in Summer of 2025. The Consultant will submit all documents for the biological supplemental assessment and NEPA revalidation by November 30th, 2024. All permits are required by March 28th, 2025. Notify the Engineer of any and all delays. The contract will run through the bridge rehabilitation construction project with a proposed construction schedule of May 1st, 2025 to October 1st, 2026. Notify the Engineer of any notes, information, or items of special concern that need to be addressed during construction. The Consultant and its subconsultants shall be available for consultation during construction. Reimbursement shall be at the Consultant's hourly rate as shown in the contract. The Consultant shall be required to participate in biweekly conference calls to discuss progress of the project. The County will perform all required survey work. The Consultant shall work cooperatively with the County to determine the scope and schedule for any surveying work to be done. Federal and state laws require that the Solano County consider the impacts of transportation improvements on the environment and obtain applicable environmental resource regulatory clearances and/or permits prior to project construction. Solano County is seeking professional services for environmental surveys, assessments, reporting, permitting, construction support, and compliance with environmental regulations. The work will include development of supplement reports, field surveys, and monitoring required to successfully complete the construction of Solano County's Stevenson Bridge Road Rehabilitation Project. Stevenson Bridge was constructed in 1923. The existing structure is comprised of reinforced concrete T- beam approach spans and concrete tied arch main spans. The 296 feet long bridge is the last bridge of its kind that can be rehabilitated. Solano County is dedicated to preserving the historical interest in the Stevenson Bridge. The biological supplemental assessment will include a survey to assess habitat for Western Spadefoot Toad, Northwestern Pond Turtle, and Monarch Butterfly. Although these species were not included in the original biological assessment, these species currently have a proposed threatened or candidate species status but may be listed as threatened before project construction begins. The Biological Supplement Assessment with all completed surveys is due by November 30th, 2024. The goal for DBE participation for this contract is 9%. Participation by DBE consultant or subconsultants shall be in accordance with information contained in the Consultant Proposal DBE Commitment (Exhibit 10-01), or in the Consultant Contract DBE Information (Exhibit 10-02) attached hereto and incorporated as part of the Contract. If a DBE subconsultant is unable to perform, the Consultant must make a good faith effort to replace him/her with another DBE subconsultant, if the goal is not otherwise met. The County Reserves the Right to Reject Any Proposal Not Meeting These Criteria. The method of Contractor Selection has not been Determined at this time.
