Maine Prairie Bridge Design Project The County of Solano, in conjunction with the California Department of Transportation (Caltrans), and the Federal Highway Administration (FHWA), is proposing to replace Maine Prairie Bridge at Ulatis Creek. This includes the removal and disposal of the existing bridge and the construction of a new bridge. The County is seeking proposals for professional engineering services for the preparation of a type selection report, hydraulic analysis, geotechnical report, calculations, bridge design plans, engineer's estimate, and special provisions for Maine Prairie Bridge." Maine Prairie Bridge is a 130-foot-long, four-span continuous reinforced concrete slab bridge built. in 1962. The superstructure rests on reinforced concrete column bents and reinforcement concrete diaphragm abutments with monolithic wingwalls founded on driven alternative "U" type piles. The bridge spans Ulatis Creek approximately 0.4 miles east of SR 113 on Maine Prairie Road. The structure is currently closed due to the deteriorated condition of the steel shell piles. This is a result of the advanced corrosion of the CISS piles, and the bridge is currently rated "Imminent" failure condition. The County must now begin the process of the designing and replacing the existing failing bridge. The most recent Caltrans Bridge Inspection Report is available in the RFP documents. Maine Prairie Bridge over Ulatis Creek is located within a maintained rock lined channel. A diversion dam is located directly downstream of the bridge, with vertical folding panels. Water is impounded for irrigation from mid-March to mid-October by the Main Prairie Water District. These panels are lowered after the irrigation season is over, and the channel is allowed to flow freely. Water management should be considered in the constructability of the new bridge. The goal for DBE participation for this contract is 10%. Participation by a DBE consultant or subconsultants shall be in accordance with information contained in the Consultant Proposal DBE Commitment (Exhibit 10-01), or in the Consultant Contract DBE Information (Exhibit 10-02) attached hereto and incorporated as part of the Contract. If a DBE subconsultant is unable to perform, CONSULTANT must make a good faith effort to replace him/her with another DBE subconsultant, if the goal is not otherwise met. This proposal shall remain firm for at least sixty-days (60) after the date of submission. The undersigned agrees to furnish the services stipulated at the prices and terms stated and subject to these General Conditions The County reserves the right to reject any or all proposals, or any portion of a proposal, to waive any informality, technical defect, or clerical error in the proposals or to make an award on the basis of suitability to purpose, superior quality, service facilities, dates of delivery, or any other factor deemed to be in the best interest of the County, not price alone, False, incomplete, or unresponsive statements in connection with this proposal may be deemed sufficient cause for rejection. The County shall be the sole judge in making such determination. The method of Contractor Selection has not been Determined at this time.
