This project requires 20% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on November 7, 2024, at 11:00 AM at the Bureau of Railroads Office in Chicago. Phase III engineering services are required to complete installation of approved mitigation measures intended to replace existing inert retarders at Belt Railway of Chicago's East Clearing Yard (Bedford Park, IL) with operable skate retarders to reduce noise impacts. Anticipated tasks include project management, project administration, quality and risk management, project controls and scheduling, construction inspection and observation, post-construction noise reduction analysis, and other tasks as assigned. The selected Consultant team will also be required to provide stakeholder coordination and public involvement support through the completion of the project. The completion date for this contract will be 36 months after authorization to proceed. The Prime firm must be prequalified in the Transportation Studies (Railway Engineering) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
