This project requires 24% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 30, 2024, at 10:30 AM at the Region Two/District Three Office in Ottawa. Phase I/II engineering services are required to prepare a Project Report and Categorical Exclusion determination along with Plans, Specifications, and Estimates for reconstruction of the intersection of US 6 (E) with IL 47, just south of I-80 in Morris. The proposed work is anticipated to include reconstruction of the intersection along with geometric and safety improvements. Work may also include bicycle and pedestrian accommodations. Phase I work will include preparation of an Abbreviated Project Report, conducting route surveys, traffic studies, proposed design, crash analysis, along with review of maintenance of traffic, potential safety improvements, and bicycle and pedestrian accommodations. An intersection design study, utility coordination, preliminary cost estimates, preparing plan, profile and cross section sheets, a pavement design and life cycle cost analysis will be needed along with all other work necessary to complete the Phase I report. Phase II work will include preparation of Phase II final contract plans and special provisions. Work may include preparing roadway plans, identifying utility conflicts and relocations, preparing detailed staging and traffic control plans, participating in local agency coordination, providing quantities and detailed information to the district Estimator, and all other work necessary to complete the final contract Plans, Specifications, and Estimates. Locations, depths, and volumes of soil excavation shall be provided in the Districts format, to facilitate regulated substance environmental clearances. The completion date for this contract will be 42 months after authorization to proceed. The Phase I portion is expected to be completed in 24 months and the Phase II portion is expected to be completed in 18 months. A planned Supplement for Phase II will be done near the completion of Phase I. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Roads and Streets) Location Design Studies (Rehabilitation) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The method of contractor selection has not been determined at this time.
