This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6 and is being conducted in conjunction according to FAR Part 13, Simplified Acquisition Procedures as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This requirement is Subject to Availability of Funds. Reference FAR clause 52.232-18. Availability of Funds (Apr 1984). The solicitation number is 12405B24Q0388 and solicitation is issued as a Request for Quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2024-05. This RFQ is issued for Full and Open Competition. The associated North American Industry Classification System (NAICS) Code is 238220 - Plumbing, Heating, and Air Conditioning Contractors. The Small Business Size Standards is $19.0MM. The USDA, ARS, SEA, Coastal Plains Soil, Water, & Plant Research Center, Florence, SC location has a requirement for the following. All work must be performed in strict accordance with attached Specifications. Contractor must provide all materials, labor, and equipment to replace a roof-mount heat pump for the Main Office area in Building 1. The new heat pumps must be ENERGY STAR-qualified or FEMP-designated (R-410a refrigerant; 15 SEER/12.5 EER/8.2 HSPF minimum). The supply voltage must be 208V. The new HVAC unit must be the same size and capacity as the exiting units and have a factory warranty of at least 1 year for parts and 5 years for the compressor. The contractor must also provide new duct smoke detectors if required. The heat pump must be replaced with a unit requiring little modification of the existing duct system. The contractor must provide new programmable thermostats (5+2 day) if the existing thermostat isn't compatible with new units. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quotation conforms to the RFQ and specifications using Best Value Tradeoff to the Government in accordance with FAR 13.106-2(b)(3) considering three major areas: technical acceptance, past performance, and price. Quotations will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quotation represents the Best Value as a whole. The Government has the discretion to accept other than the lowest priced quotation that provides additional benefits.
