The Pee Dee Regional Council of Governments (PDCOG) is requesting quotes on behalf of Darlington County for wetlands determination and delineation. The County is considering paving Folly Road near Hartsville, SC. Before committing to the project, the County would like to delineate any wetlands present within a 270-feet swath along Folly Road. Folly Road: Located between Antioch Road and Fifth Street northeast of Hartsville, SC. See Sketches Quotes shall include all materials, travel, manpower, equipment and testing necessary to determine if wetlands are present, flagging and recording locations if present, preparing a wetlands report and letter, and creating a US Army Corp of Engineers (USACE) Jurisdictional Determination (JD) package if authorized. This report should include findings of exploration, along with conclusions and/or recommendations. Consultant will need to identify and mark jurisdictional wetlands along Folly Road 135 feet on each side of the centerline of the existing dirt road. If wetlands are present, they will need to be flagged, and if authorized, a JD package submitted to USACE. If no wetlands are present, a report and "No Wetlands" letter will be needed sufficient to satisfy the latest South Carolina Department of Environmental Services (SCDES - formerly SCDHEC) stormwater permit requirements. (1) Field Delineation & Report o Field Delineation - Evaluate site conditions to determine the presence of jurisdictional wetlands or any other waters of the U.S. o Identify and flag wetland boundaries. Flags should be numbered sequentially and be in sufficient numbers to have a field survey performed later. o If wetlands are found or other waters of the U.S., provide aerial map and AutoCAD file with outlines projected in NAD83 SC state planes, international foot (SC83IF). o Prepare a written report in electronic (PDF) and hard copy format. The report shall at a minimum include: o Discussion of overall project and findings, including a brief overview of site conditions observed, o Maps and graphics showing wetland or waters of the U.S. locations; or o If no wetlands are present, a "No Wetlands" letter sufficient to satisfy the latest SCDES stormwater permit requirements. o Recommendations concerning the USACE JD Package. (2) USACE Jurisdictional Determination Package o A complete package to be presented to USACE requesting a Jurisdictional Determination (JD) on behalf of Darlington County. o Provide all materials requested by USACE. o Do not proceed with the JD package until specifically authorized to do so. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
