Chatham County awarded a $78.8 million contract for a new public safety facility to Reeves Young LLC. The Downtown Neighborhood Association donated $62,000 to 16 local nonprofits, funded by its annual Holiday Tour of Homes. Chatham County officially has its contractor for the planned multi-agency public safety facility, one of the county's largest capital projects set to support its emergency response services. The selection of a contractor completes a drawn-out bid process that dates roughly one year. This installment of On Our Radar will provide the project's price tag and discussion from the Board of County Commissioners at its meeting Friday. Additionally, the Downtown Neighborhood Association (DNA) made its annual donations to a group of local nonprofits. The funding comes from its Holiday Tour of Homes event. County news: SPLOST planning meeting closed to public, official justifies need for "candid conversation" The Chatham County Board of Commissioners approved a $78.8 million contract for construction of its multi-agency public safety facility, a hub set to host Chatham County's emergency response center, 911 services and offices for the Chatham Emergency Management Agency. The contract was awarded to Reeves Young LLC of Sugar Hill, Ga. Approval came with two opposition votes from commissioners Wayne Noha and Dean Kicklighter, both of whom voted no because the contract was not awarded to a local contractor whose bid came in $7 million lower. Pooler's Eastern Contractors Corp. submitted a $71.1 million bid. "I will not vote to spend $7 million more on a non-local vendor over a local contractor that is qualified," Noha said. "I don't understand it, but we're not spending our own money here. We're spending our taxpayer's money." The county's agenda item states Reeves Young was selected by staff as the "best value" bid, which "transcends the traditional focus on the lowest price and considers a broader spectrum of factors that contribute to the overall success and long-term value of a project," the agenda stated. "Our primary objective was to secure the most beneficial outcome for this Chatham County project, which encompasses quality, efficiency, local MBE/WBE (minority business enterprise/women business enterprise) participation and risk mitigation," read the agenda item. The contract was awarded roughly one year after Chatham County officials broke ground on the project without yet hiring a contractor, according to reporting by The Current. Sixteen nonprofit organizations were honored by the Downtown Neighborhood Association for their contributions to Savannah. A total of $62,000 was presented to the groups, funds raised as part of the Holiday Tour of Homes. Organizations awarded include the Frank Callen Boys and Girls Club, Re:Purpose Savannah, Tharros Place and Emmaus House. “We’re very grateful to these organizations for being part of our community and want to support the work they do to make our neighborhood a better place for us all,” said DNA President David McDonald. The grants were supported by revenues from DNA's Holiday Tour of Homes, a 49-year tradition that brings residents and visitors into some of downtown's premier homes and inns. Last year's tour of homes was almost a no-go, but community members banded together to ensure homes were available for the tour. The event draws "hundreds" into downtown for the daylong event, according to the DNA. The tour is organized by volunteers who serve as docents in the homes and street guides. Last year, roughly 255 people volunteered. “The tour would not be possible without the generous and tireless work of the homeowners and the volunteers. Each year, we are in awe of the amount of time and energy they contribute to this annual event,” said McDonald. Step One of this process will consist of meeting mandatory requirements in the "Responsibility Criteria", followed by the scoring of the "Best Value Criteria". Step Two consists of submitting a bid only if your firm has successfully qualified BY SCORING A MINIMUM OF 85% of points possible. SCOPE OF WORK: The 84,835 sfMAPSF project is a hardened essential facility for the Chatham County Emergency Operations, 911 Communications and the Savannah Airport Police Department. The hardened facility has been designed to withstand wind loads of 3 second gust at 190mph and a missile impact level equal to Category E (91b. 2x4 fired at 80 f/s). In addition to the primary building, the project consists of an equipment enclosure, pavilions, and various site improvements. The primary building will be a tilt-wall project with a steel structure.
