West Port Complex Rail Crossing Improvements The project consists of improvements to two rail crossing locations. The Tracked Cargo Crossing improvements to facilitate RoRo cargo being unloaded at Pier 33 and transported to Pier 39/40 and Pier 41 during the slip fill projects. The second Windmill Blade crossing is to facilitate windmill blades moving into the Pier 33/34 Cargo Yard. The alternate bid item is a third crossing for rubber-tired cargo moving into the Pier 33/34 Cargo Yard.
