Renovation of a mixed-use development in Saint Cloud, Florida. Working plans call for the renovation of a educational facility.

The purpose of this Request for Proposal (RFP) is to select the most highly qualified Firm(s) to provide the requested services. Submittals will be reviewed and evaluated as to qualifications to perform the services required by a selection committee consisting of School District staff; the selection committee will make a recommendation and present it to the School Board for the approval. Also, this proposal is to solicit competitive, sealed proposals for telecommunications services to meet the current and future needs of the School District of Osceola County (the "District"). The District is seeking to contract with a Florida certified telecommunications provider experienced in delivering Wide Area Network (WAN) Metropolitan Ethernet with optional Managed WAN Services, Session Initiation Protocol (SIP) telephony with bundled long-distance calling services, Internet access services and DDoS Mitigation Services. The District requires reliable, flexible and scalable communications services for administrative and academic activities, as well as quality voice and video capabilities. The reliance upon Internet applications, web-based curriculum content and high-stakes assessments is continuing to grow exponentially. Higher speed bandwidth delivery and throughput is paramount to the educational goals of the District. The Respondent shall submit a proposal that complies with the program requirements and deadlines of the Schools and Libraries Program, or E- Rate, administered by the Universal Service Administrative Company. The School Board Reserves the Right to Reject Any or All Offers, To Waive Informalities, and to Accept All or Any Part of Any Offer As May Be Deemed to Be in the Best Interest of the School Board It is anticipated that one or more Firm(s) shall be selected to provide the necessary services. It is anticipated the contract will be for an initial contract term of two (2) years, and with two (2) subsequent one (1) year renewals for a maximum of four (4) years, pending Board approval. As of July 1, 2024, dedicated access point-to-point service, Metro Ethernet, is being provided by Charter Communications Operating, LLC ("Spectrum Enterprise"), delivered by way of secure fiber connectivity, with varying bandwidth speeds provided to three (3) remote cores sites and sixty-one (61) instructional/non-instructional remote sites. Remote sites located in the community of Celebration, Florida are within the service area of Smart City Telecom, and the firm selected will arrange connectivity with Smart City Telecom. The present dedicated Internet access service is being provided by Charter Communications Operating, LLC ("Spectrum Enterprise"). Current connectivity speed is 25 Gbps, with the ten (10) year projection being to reach connectivity speed of 100 Gbps. The present voice service (VoIP) is being provided by Charter Communications Operating, LLC ("Spectrum Enterprise") using Business Trunking services over fiber delivered by way of six (6) SIP Trunks, with two located at the District Administration Complex, two located at Westside K8 School, and two located at Tohopekaliga High School. Each trunk carries a capacity of one hundred (100) concurrent sessions for a total of six hundred (600) sessions. The District has a combined total of approximately 2500 Direct Inward Dials (DID) and does not currently exceed 500,000 long distance minutes per month.
