The City of Columbia ("City") is pleased to announce the opportunity for consultants to work alongside the City in developing strategies resulting in increased Affordable and Market Rate Housing within the City and surrounding area. The city seeks experienced affordable housing and mixed-use development teams meeting the qualifications described in this RFP which have demonstrated their ability to perform analysis, develop strategies and provide guidance pertaining to Affordable and Market Rate Housing. This RFP is a solicitation of creative proposals to best serve the public good, meet local affordable housing needs, and make the best public use of valuable City assets ("the Project"). The City seeks proposals that demonstrate an understanding of the needs, challenges and strategies associated with increasing the Affordable and Mixed Income Housing within a community. The selected consultant(s) must demonstrate an understanding of financial tools available to help fund projects to include federal, state, local and private funding options. In addition, the selected consultant(s) must demonstrate an understanding of the rules associated with the various funding sources, to include but not limited to federal HUD dollars. The City of Columbia, South Carolina is committed to enhancing and preserving its economic, civic and cultural core of the community. Columbia City Council has a goal of creating vibrant living, working, and recreational communities that are attractive to development, businesses, and residents. It is the goal of the City of Columbia, SC to maximize opportunities for historically Disadvantaged Enterprise Businesses (DBEs) including, but not limited to, Small Businesses (SBEs), Minority Businesses (MBEs), WomenOwned Businesses (WBEs). The City has implemented an overall citywide 15% goal to encourage socially and economically disadvantaged business participation. In an effort to encourage socially and economically Development Strategies & Analysis for Assistance with Affordable & Mixed Income Housing Opportunities 8 | P a g e disadvantaged business participation, this goal extends to Bidders, Offerors, Subcontractors and suppliers on its procurement and contracting offerings.
