The City of Victorville ("City" or "Victorville") is seeking the services of a qualified Designer ("Firm") to provide Design Services for the design and construction administration of streetscape improvements within the Old Town area of Victorville ("Project"). The City is requesting services of a Designer throughout conceptual planning, schematic design, design development, construction, and closeout of the project. The City is requesting sealed proposals from experienced and qualified design professional firms to take the City through three (3) phases: (Phase IA) assist the City in defining the scope and budget of the project along with providing operations and program assistance in an efficient and durable design with character to complement the historic Old Town area; (Phase IB) provide cost estimates for conceptual design plans including any options; and (Phase IC) utilize approved conceptual design plans to prepare final design development documents consisting of final architectural plans, structural plans, civil engineering plans, electrical plans, applicable specifications, cost estimates and other related final documents necessary to construct all elements of the project. The City may elect to implement a Phase II of the project, whereby the Firm shall provide construction administration services to oversee the bid process and completion of the streetscape project utilizing the full set of final working construction documents. The City further retains the right to cancel this RFP at any time, should it be deemed to be in the best interest of the City. No obligation, either express or implied, exists on the part of the City to make an award based on the submission of any proposals. The City also reserves the right to reject all responses to this RFP at any time prior to agreement execution. Furthermore, the City reserves the right to request additional information about all Proposals that in City's opinion is necessary to assure that the Proposer's competence, number of qualified employees, business organization, experience, and financial resources are adequate to perform the tasks described in the Scope of Services. The City will act as the sole judge of the content of all proposals. After proposals have been evaluated, the highest-ranking proposers may be invited to participate in an interview with the City. If deemed necessary by the Selection Committee, interviews and/or oral presentations will be conducted. Dates and times will be coordinated after the evaluation of responsive proposals is complete, and the highest-ranking candidates are determined. The selected organization(s) shall then, enter into exclusive negotiations with the City to formalize the Scope of Services and Compensation. If the City is unable to obtain a fair and reasonable price or cannot reach agreement regarding the terms for the Scope of Services, then the City will end negotiations with that organization and begin negotiations with the next organization which best meets the needs of the City, and so on, until the City and a Proposer reach agreement. TERM OF CONTRACT: The term of any contract awarded pursuant to this RFP is anticipated to be for a one (1) year period, commencing on or about December 1, 2024, with an option to extend for one (1) one-year period, as determined by the City.
