Industrial Parks Site Readiness Purpose: The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of contractor to conduct analysis of publicly owned industrial parks within in New Mexico. The Contractor must analyze publicly held industrial parks to determine site viability and readiness. The sites are limited within New Mexico and assessments for up to 35 potential locations will be conducted. The Economic Development Department (EDD) will supply the list of potential locations. The contractor shall perform the following work for each location: 5) Site attribute analysis: a) Determine site suitability for development and identify the best use for the site, considering existing zoning classifications, Transportation, Water and Wastewater Master Plans, and Drainage and Dry Utility Plans. b) Infrastructure assessment: Examine the site's existing infrastructure, including its capacity for water and wastewater discharge, natural gas, electricity, storm water, and logistical infrastructure. c) Existing Challenges: Determine infrastructure needs and gaps. 6) Recommendations and Conclusions: Based on Site Attribute Analysis, provide cost and development timeline to resolve infrastructure needs and develop sites to the level of readiness for company location. 7) Contractor will complete site attribute analysis and present recommendations and conclusions to EDD by November 30th, 2024, by electronic file. 8) Contractor will attend project meetings until completion of the plan and can be available for up to four additional meetings. This RFP will be a single award. This procurement will result in a contractual agreement between two parties; the procurement may ONLY be used by those two parties exclusively
