Project is included in City of Bothell Fiscal Year 2025-2031 ---------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- T97 - North Creek FEMA Repairs DESCRIPTION: This project will repair the stream bank where storm flooding caused damage to the stream bank, undermining the trail. JUSTIFICATION: North Creek Trail is a seven-mile regional, multi-use trail connecting the Burke-Gilman/Sammamish River Trail in King County and the Interurban Trail at McCollum Park in Snohomish County. Repair of the stream bank will protect against future flooding damage. FUTURE MAINTENANCE AND OPERATING (M & O) COSTS: Plant establishment M & O costs will occur for five years beginning at construction completion. TIMING PRIORITY CONSIDERATIONS: This is a high-priority repair project. Phases 1 & 2 are already complete. This project will construct Phase 3. A Federal Emergency Management Act (FEMA) grant was awarded for construction of Phases 1 & 2 which involved trail stabilization measures and woody debris relocation. Phase 3 construction will occur in Summer 2025 or 2026. FEMA and State grants are expected to be awarded for 87.5% of the design and construction costs of Phase 3. The City is in the middle of the Public Assistance (PA) grant process with FEMA. The deadline for construction completion is five years from the disaster event in 2021. As long as progress towards mitigation repairs is on-going, the five years can be extended by request. PROJECT COMMENCEMENT REQUIREMENTS: Project has secured funding and has begun. PROJECT STOPPING POINT(S); Project spending is not authorized in excess of adopted funding resources. STATUS: Project is under design.
