This project will upgrade nine (9) buildings' BAS from Apogee to Desigo. The buildings this RFP covers are Cramer Hall (CH), Fariborz Maseeh Hall (FMH), Karl Miller Center (KMC), Lincoln Hall (LH), Millar Library (ML), Shattuck Hall (SH), Science Research and Teaching Center (SRTC), University Services Building (USB), and West Heating Plant (WHP). Notice of Intent to Award September 26, 2024 Substantial Completion Date November 28, 2025 Final Completion Date December 31, 2025 Payment Bond full contract amount if over $100k (Appendix 4.8) Performance Bond full contract amount if over $100k (Appendix 4.8) Proposals which are incomplete, conditioned, or qualified, are not in conformity with this RFP, PSU Standards, or applicable law, contain a statement by the Proposer reserving the right to accept or reject an award or to enter into the Agreement, or include any other irregularity shall be rejected as non-responsive if the irregularity is material and may be rejected as non-responsive if the irregularity is not material. General Scope of Work: o Unless otherwise noted, all equipment, material, and devices shall be new, direct from the original manufacturing. o Contractor shall provide submittals for all equipment, materials, and devices for Owner review, correction, and approval prior to beginning work. o The proposal shall include a detailed schedule, capturing all work to be performed, indicating date of all work included in the scope of work. Work shall not commence until Owner approves the schedule. o It is the Contractor's responsibility to review scope, intent, and existing field conditions prior to submitting a proposal. o Contractor is required to provide an OSHA compliant safety plan for Owner's Environmental Health and Safety (EHS) department. Review and approval shall be obtained prior to initiating any work. o Prior to contract closeout, Contractor shall provide as-built drawings in both electronic and hard copy formats, indicating corrections and capturing the complete scope of work for final review and approval by Owner. o Contractor shall be required to provide a site (system) logistics plan to Owner prior to initiating any work. The logistics plan shall outline requirements to complete the scope of work and to minimize user impact. The logistics plan will be reviewed and approved by Owner prior to initiating any work. The logistics plan shall account for all outages and the coordinated effort with each outage. o Contractor shall be responsible for providing any necessary temporary lighting, power, ventilation, etc. to sustain minimum required lighting and indoor air quality. o Contractor shall be responsible for providing any necessary temporary construction safety barriers and safety notification signage. o Any tasks that will impact the campus or building beyond the project's area of work requires the Contractor to provide a ten (10) day notice to the Owner of the impact. This is in order to notify occupants of any work impacts in a timely manner. o Contractor shall be responsible for associated fees including, but not necessarily limited to, design and construction permits (all disciplines and trades), parking passes (Section 5.5), parking reservations (Section 5.5), required access badges (Section 5.7), and necessary key deposits (Section 5.6). All parking at Portland State University is pay to park, no exceptions. o Contractor will be responsible to obtain all keys (Section 5.5) and badges (Section 5.7) to access any space to perform all work at the Contractor's own cost. o Contractor shall provide all labor and materials necessary as required to provide a complete installation at the time of proposal submission. o Contractor shall include a one (1) year warranty for service from the Final Date of Completion. Final Date of Completion is the date of final acceptance and approval as indicated by the release of any remaining retention by the Project Manager
