Site work, paving and outdoor lighting for a mixed-use development in Stockton, California. Conceptual plans call for site work for a road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The City of Stockton (City) requests a Statement of Qualifications (SOQ) from qualified consulting firms to perform the tasks set forth in this Request for Qualifications (RFQ). This RFQ is the first step in a two-step process to select a consulting firm to provide professional engineering services for the design of the Miracle Mile Pedestrian Safety Improvements and Revitalization (Project). A Selection Committee will comprehensively rank firms based on, but not limited to, understanding of work, experience, qualifications, approach, and other relevant information. The City aims to establish a list of at least three firms to provide professional engineering services for the Project. Project Description The funding received from AB 179 allows for the improvement of the Miracle Mile along Pacific Avenue between Alpine Avenue and Harding Way and the immediate surrounding area. Improvements may include areas along Harding Way between Lincoln Street and El Dorado Street. An Ad Hoc Workgroup comprised of members of the community prepared a Conceptual Design Report to the City which identified expectations and improvements for the Miracle Mile. The Conceptual Design Report generally notes improvements relating to public safety, improved pedestrian crossings, lighting enhancements, and other revitalization improvements including, but not limited to the following: Business facade improvements Improved and widened sidewalks Roadway enhancements and rehabilitation Traffic signal upgrades Pedestrian safety features Improved lighting levels along corridor Implementation of a comprehensive landscaping plan for the corridor Bicycle facilities and amenities Calming of traffic through reduced lanes or other lane reconfigurations Wayfinding signage Improved lighting, safety and other amenities at Caldwell Park Scope of Work: Each Consultant shall prepare a detailed SOQ based, in part and at a minimum, on information presented in this RFQ, and other available information. The Consultant will need to assemble a multidisciplinary team for the Project. Consultants are encouraged to include additional items that are thought necessary for this RFQ. The successful consultant for the Project will be responsible for providing the following general scope of work. A more detailed scope will be outlined in an RFP which will be issued to a short list of firms deemed to be most qualified. Engineering Design and Support The Consultant will be responsible for all tasks needed to prepare preliminary and final engineering services for the Project, including but not limited to background research, surveys, topographic mapping, engineering studies, traffic/transportation studies, utility coordination, geotechnical report, soils and structural calculations, right-of-way engineering and services, and project plans, specifications, estimates (PS&E). The Consultant will also provide design support services during the bidding and construction phase of the Project. Design support will endure through the completion of construction. Environmental Services The Project is currently state funded but will also likely receive federal funding. Therefore, National Environmental Policy Act (NEPA) compliance is required through Caltrans District 10 Office of Local Assistance. California Environmental Quality Act (CEQA) will also be required. The Consultant shall prepare environmental documents including technical studies, documents, and reports as required to obtain CEQA and NEPA clearance during the preliminary engineering phase. The Consultant will also be responsible for identifying all required permits and completing all necessary paperwork to obtain them. Public Outreach Public outreach and involvement will be a critical component of the Project that will steer the development of an approved conceptual plan for Miracle Mile. The Consultant shall prepare a Public Outreach and Involvement Program tailored specifically for the Project. The outreach program will generally include stakeholder identification, public and individual meetings, media relations, direct mail correspondence, press released, postcard and online updates to the public, online surveys, hotlines, and other outreach components to meet the needs of the Project. Funding and Grant Writing The Project is currently funded with Priority Legislative Budget Projects (PLBP) State funding. However, the City plans to pursue other state and federal grant opportunities to fund additional construction needs. The Consultant will work with the City to identify eligible grants and will prepare and submit grant applications to acquire funding for construction of the Project. Grant applications may include but are not limited to Highway Safety Improvement Program (HSIP), Active Transportation Program (ATP), and Congestion Mitigation and Air Quality (CMAQ), among others. Late SOQ's will not be accepted. An electronic copy of the SOQ should be emailed to Nguyet Pham at Nguyet.Pham@stocktonca.gov and Travis Pazin at Travis.Pazin@stocktonca.gov. Acceptance or Rejection of SOQ This RFQ does not commit the City to execute an agreement. The City reserves the right to accept or reject any and all SOQs or to waive any irregularity in an SOQ if it is deemed to be in the best interest of the City. Failure to submit all requested information could be grounds to reject the SOQ. If a response warrants an addendum to the RFQ, such addendum will be sent by email and/or uploaded electronically. Response to Written Questions September 4, 2024 City Council Approval of Short List December 2024 Any professional certifications or licenses that may be required are the sole cost and responsibility of the proposer.
