The Parks Canada Agency (PCA) has initiated a project to conserve and enhance several heritage houses and buildings (Elias-Gavey, Charles-Philip-Bartlett, Daniel-Gavey Houses and Joseph-Gavey Shed) to commemorate the history of expropriated families and create a distinctive accommodation offer. These heritage buildings, built by former Forillon residents, are currently unused and in critical condition. The conservation and use of these buildings will enhance the park's accommodation offer, bring to life the vestiges of the site's residential past, tell the larger story of Grande-Grave and the positive impact that expropriated families had on the nation, and provide a unique experience in the Gaspe region. The Elias-Gavey House and the Joseph-Gavey Shed will be designed for year-round use and will be heated. Air conditioning not included (not required). The Elias-Gavey House will be used as a tourist residence, while the shed will be used strictly as a mechanical room. These historic buildings have been unoccupied for over 50 years and are currently not insulated. Elias-Gavey House - The Consultant must prepare an energy performance analysis of the Elias-Garvey House building envelope in order to propose the best options for increasing its energy efficiency, without compromising its heritage value. Joseph-Gavey Shed - Since the Joseph-Gavey Shed will house the drinking water distribution and treatment system for the area, a minimum temperature must be maintained throughout the year to prevent the system from freezing. An exhaustive performance analysis is not required for this building, but the Consultant must understand its construction in order to propose a design that maintains minimum temperature while minimizing the impact on the building’s heritage character. TIMELINE: Request for proposals for consulting services to complete a feasibility study is closed. Contract duration: the estimated contract period will be 15 month(s). Contractor must perform and complete the study no later than December 15, 2025. Budget will be established upon completion of the study. Further update in late 2024.
