Site work and renovation of a mixed-use development in Spokane, Washington. Conceptual plans call for the renovation of a development.

The City of Spokane, through its Parks and Recreation Department is initiating this Request for Qualifications (RFQu) to solicit Proposals from Firms interested in providing Cannon Hill Park Renovation and Pond Remediation Design Services. It is the responsibility of Proposers to check Procure Ware for Addenda or other additional information that may be posted regarding this Request. Proposals must be submitted electronically through the City of Spokane's Procure Ware submittal portal to be responsive and accepted. The project is expected to require disciplines such as Landscape Architecture, Civil Engineering, Hydrologic Engineering, Geotechnical Engineering, and Irrigation Design. The successful Firm/Team will conduct inventory and analysis of existing site conditions and historical water-use data to develop an engineered approach to improve the irrigation system, pond water quality, and riparian habitat at Cannon Hill Pond Park. The engineered approach (Design, Permit, & Bid Documents) are assumed to include design, calculations, details, and specifications to redirect and treat existing storm water and prevent offsite storm water from entering the pond, remove & dispose of unsuitable base soils (muck) to a specific depth(s); underlayment and placement of impervious pond liner, recirculating pump system with filtration & aeration system(s), automated pond filling system, earthworks including re-shaping of pond & landscape perimeter, and riparian planting. Landscape Irrigation system rehabilitation is intended to replace the existing antiquated irrigation system with a new, fully automated park irrigation system capable of irrigating the entire park area within an 8-hour water window while utilizing site-specific weather-based controls. The Firm/Team will create plan check documents for City review, address plan check comments, and successfully deliver permit-approved documents for bidding and construction. The Firm/Team will provide Bid and Construction Administration support as required to assist the City during the bid phase and through substantial completion by the contractor. The City reserves the option of awarding this contract in any manner most advantageous for the City and without further discussion of submitted Proposal. Failure to comply with any part of the RFQu may result in rejection of Proposal as non-responsive. The City also reserves the right, at its sole discretion, to waive minor irregularities, reject any and all Proposals received without penalty and to not issue a contract from this RFQu. More than one contract may be awarded. Contract negotiations may incorporate some or all of the Proposal.
