Project Description o SP-1 - Road Safety Audits: Observe safety needs and identify candidate treatments along 13.7 miles of High Injury Network corridors in the B-SAFE area. o SP-2 - Citywide Arterial Speed Study Evaluation: Conduct speed studies, input data into the city's speed limit setting tool, interpret results, and develop context-appropriate safety recommendations for each 30+ mph arterial street segment. o SP-3 - Bicycle Facility Design and Signal Operations Guide: Develop a context-appropriate guidance report informed by design standard best practices. o SP-4 - Speed Safety Camera (SSC) Program Operations Guide: Invite community input on current SSC program and potential expansion; identify arterials where SSCs might be eligible under state's expanded legislation; review best practices; and develop procedures to inform future SSC deployments. o D-3 - Paint the Pavement Safety Guide: Evaluate whether asphalt art projects can improve safety by increasing visibility of pedestrian spaces and encouraging drivers to slow down and be more alert. Qualifications The selected Consultant team is required to have the following qualifications. Qualifications must be addressed in submittal requirements. 1. Ability to assign a consistent project team through project completion. 2. Strong written, verbal, interpersonal communication and presentation skills. 3. Experience working with municipal and regulatory entities. 4. Ability to provide high quality deliverables, meet required deadlines, and adhere to project budget. 5. Expertise and experience in the requested specialty services for these projects, as listed in Attachment "A" - Scope of Work. 6. Strong knowledge and expertise in stakeholder engagement. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1. Executive Summary, Proposal Clarity, and Format (5 Points) 2. Project Work Program (30 Points) 3. Project Management and Team (25 Points) 4. Schedule (10 Points) 5. Prior Experience (20 Points) 6. Past Performance (10 Points) Submittal Proposals shall be no more than thirty (30) 8.5" x 11" pages, excluding resumes and cover letter.
