Site work for a water / sewer project in Johnsonburg, Pennsylvania. Completed plans call for site work for a water / sewer project.

As of September 23, 2024, this project has not yet been awarded. A timeline for the award has not yet been established. The project will be for curb replacement in the West Center Street Area of the Borough Bid security must accompany bid and shall be made payable to the Elk County Board of Commissioners in an amount equal to 10% of the bid price and in the form of a certified bank check or a bid bond issued by an acceptable surety and executed by the bidder. The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds, each in an amount of 100% of the contract price. A maintenance bond will also be required at the completion of the project. Bidders must submit with their bids the non-collusion affidavit contained in the bid documents. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, participation by Section 3 residents and businesses, and related matters. The bidders must submit documentary evidence of minority and women business enterprises which have been contacted and to which commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Bids that do not include this documentation may be rejected. The Elk County Board of Commissioners and the Borough of Johnsonburg reserve the right to reject any and all bids and to waive any and all informalities. Bids may be held by the Elk County Board of Commissioners for a period not to exceed 60 days from the date of bid opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. This project is financed in part by a grant from the federal U.S. Department of Housing and Urban Development, under the administration of the Commonwealth of Pennsylvania, Department of Community & Economic Development (DCED).
