Hall County, Georgia, Board of Commissioners (Herein "County"), is soliciting proposals from qualified consulting firms for the development of a comprehensive master plan for a park and community center according to the Scope of Work as specified herein. The County seeks to award one (1) contractor to perform all the services. General Qualifications: Bidders must be in the regular business of providing the Services as their principal core line of work. The Contractor shall be responsible for all work performed in support of this contract, including all subcontractors. All Bidders must disclose proposed subcontractors in their bid response. Subcontractors must be pre-approved in writing by the County. The County may refuse to pay for any work done outside of the Scope of Work or before the issuance of a Notice to Proceed. Bidders shall provide copies of the following licensing with their bid response: A. Valid Business License B. Award Process: The County reserves the option to reject any or all bids, in whole or part, or to select any Bidder, without liability on part of the County to the Bidder to complete the described work. The County will award the contract to one (1) company to perform all work and/or supply commodities to the lowest cost, responsible and responsive Bidder. Lead times and length of time to complete the services may also be a factor in award. Public Reading: Bid openings are open to the public and Bidders. Bidders are not required to attend bid openings but may do so. The Issuing Officer named herein will open and publicly read all Bidders' company names on the date, time, and address above. Cost will not be read at this time but published after the County has evaluated the qualifications of each Bidder. The County reserves the right to reject all proposals, in full or in part, and to negotiate fees, conditions, or other terms with the Bidder submitting the overall best scored proposal. Request for Clarification: The County reserves the right to request clarification of information submitted and to request additional information from one (1) or more Bidders. The County considers a bid response as an irrevocable offer, good for a period of one hundred twenty (120) days from submission. The method of Contractor Selection has not been Determined at this time
