Allows zero unit prices and labor No Allows negative unit prices and labor No Project Name Hendricks Bridge Park - Day Use Area: Parking Lot Upgrades Solicitation Number 24/25-07-PARKS Project Description Lane County Parks is seeking a professional services consultant to provide engineering, permitting, bidding assistance, and construction administration services for the Hendricks Bridge Park - Day Use Area: Parking Lot Upgrade project. Hendricks Bridge Park is located on the north bank of the McKenzie River east of Springfield at approximately mile 11.6 on Highway 126. Hendricks Bridge Park is a popular 17.8 acre park located along the McKenzie River. The park features a day use area with picnic shelter, volleyball court, and restrooms, as well as a boat ramp with access to the McKenzie River. There are two parking lots at the park. Both boat ramp and boat ramp parking lot have been reconstructed in 2020 with funding and assistance from the Oregon State Marine Board (OSMB). The day use parking lot was constructed decades ago and is currently in poor condition. Existing Conditions: The Day Use Area parking lot is approximately 18,000 SF. The subbase is variable with 6" or less of compacted aggregate under 3" of cracked and uneven asphalt paving. The concrete curb is deteriorating and heaving and in some spots is completely disconnected or missing. Drainage features are non-existent. The parking lot is flanked on the west by a 4' concrete sidewalk and has a concrete center island. Proposed Upgrades: Priority 1) This project seeks to fully reconstruct the existing day use parking lot and improve ADA access connections to existing park facilities. Proposed improvements include aggregate subbase, asphalt paving, striping, signage, concrete curbing, ADA parking and curb cuts, and on-site stormwater drainage features. Priority 2) Additionally, the County would like to explore adding a new EV charging station, should grant funding be awarded during the project design phase. Priority 3) Depending on total project costs and initial engineer's estimates, the County may seek a low-cost solution to re-paving the entrance road such as mill and fill or slurry seal.
