Single Point of Contact during solicitation process: Same as above. The Howard Buford Recreation Area is a 2,214-acre park that features over 30 miles of trails, the Coast Fork Willamette River, Mt. Pisgah and some of the last remaining native prairie and savanna landscapes in the Willamette Valley. The park is also home to the Mt. Pisgah Arboretum, the Friends of Buford Park & Mt. Pisgah native plant nursery and the Sheriff's Mounted Posse Horse Arena. An estimated 500,000+ visitors recreate at HBRA each year. To support continued use into the future, this project proposes the reconstruction of the existing North Trailhead Parking lot. Existing Conditions: The North Trailhead Parking Lot is approximately 45,000 SF. The surface is gravel with (4) asphalt paved ADA parking spaces. The parking lot is divided into two sections with horse trailer parking to the west and diagonal vehicle parking with bumpers to the east. A one-way vehicle entrance is located at the north end of the parking lot and a oneway vehicle exit is located at the south end. The existing parking lot structure is 13"-14" of compacted aggregate. Current amenities include a paved pad with (2) port-o-potties and some landscaping. Proposed Upgrades: The North Trailhead Parking Lot Upgrade project seeks to pave the existing parking lot and add new amenities to enhance visitor experience. This will include asphalt paving, striping, signage; installation of a new prefabricated vault restroom; a new fee station, landscaping, and on-site stormwater drainage features. Lane County has performed a preliminary investigation of the parking lots with core samples of the existing structure and subbase. Submittal Format. To be considered, offers must be submitted electronically. Correction, Withdrawal, and Late Submissions. An Offeror may withdraw its offer at any time prior to the deadline set for receipt of offers, by email to the person identified for receipt of offers and may submit a new sealed offer in the manner stated in the solicitation. The County will not consider offers received after the time and date indicated for receipt of offers. An Offeror may not modify its offer after it has been submitted to the public officer, other than to address minor informalities as defined by the County, unless the offer is withdrawn and resubmitted as described above. Offers Held Until Time for Opening. The County will not examine any offer prior to opening. Late Submissions. Any offer or modification received after the designated deadline will not be opened or considered. Inspection of Offers Submitted. The offers submitted will be open to public inspection after the issuance of notice of intent to award, with the exception of any information covered by an exemption to disclosure.
